In the Matter of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 SEQUOYAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION (TS) CHANGE 89-23 In accordance with 10 CFR 50.90, I am enclosing a requested amendment to licenses DPR-77 and DPR-79 to change the TSs of SQN units 1 and 2. The proposed change deletes the remote shutdown instrumentation requirements for full-length, ~ control rod position limit switches contained in Tables 3.3-9,

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.

This TS change is requested on an emergency basis because of the unanticipated failuro of a rod position indicator channel. Operation with one rod position indicator for each bank being inoperable is allowed by TS 3.1.3.2, provided

l. the applicable action statement requirement is met. SQN plans to operate in this condition unti.1 the next outage wSen maintenance can be performed in the area of the reactor vessel head.

j. cod posithn indiention as currently required by Specification S.3.3.5 would I require a forced shutdown of unit 1. As described in Enclosure 2, TiiA submits ihat the re. note rod bottom indicators are not required to meet the underlying purpose of Specification 3.3.3.5.

TVA, therefore, requests that this proposed change be processed on an mnergency basis. The need for this change was only recently identified, and TVA has pursued it on a priority basis since that time. If the proposed change cannot. be processed before 1030, EDT, May 5, 1989 (expiration of Specification 3.3.3.5 action time), a temporary waiver of compliance is requested until the change can be processed.

TVA has notified the Tennessee Division of Radiological Health by telephone ,

that this TS change request has been submitted on an emergency basis.
