Updated Status of Various Regulatory Items Omaha Public Power District (OPPD) is providing this notification to you that it is necessary to revise specific completion dates for three activities previously committed to in various documents. OPPD utilizes a defined process to control revisions to planned completion dates, which ensures that planned completion dates will not be changed without prior management approval.

The attachment contains a listing of three items in which management has approved revisions to completion dates.

These items have been consolidated into one list covering changes made over the last two months. All three items reflect changes made to Independent Nuclear Appraisal (INA) activities.

None of the changes affect the separate item completion dates within OPPD's Safety Enhancement Program.

These changes have been discussed with Region IV NRC personnel.

Description:==

As a part of the INA Response Plan, OPPD committed to expand the scope of Root Cause Analysis beyond the Human Performance Evaluation System (HPES). A commitment was made to train system engineers, Nuclear Safety Review Group personnel and other functional

~ groups' responsible for performing root cause analysis functions'. This training has been incorporated into the System Engineer Course and was divided into two sections due to the. number of personnel scheduled to be trained. The first session was completed in May 1989. The second' session will be conducted in October 1989. This second session extends past the previously planned June 30, 1989 root cause analysis training completion date.

Description:==

As a part of the INA Response Plan, OPPD committed to develop instructions to provide specific technical guidance in the preparation of design packages and to conduct training on those instructions. The instructions are being incorporated into Engineering procedures. The Engineering procedure development process has increased in scope as new procedures have been identified or have been revised based on evolutionary improvements to the design change process.

This increase in scope has required that the previously planned June 30, 1989 completion date be revised. Training has been conducted on both the issued and final draft procedures.

Description:==

As a part of the INA Response Plan, OPPD committed to fully staffing the Safety Review Group (SRG). A commitment was made to hire a manager, stenographer / secretary, and seven technical personnel, or specialists. As of June 30, 1989, SRG was three specialists short of being fully staffed. Two of these three positions, however, have been filled. One applicant is scheduled to report for work the last week in August and the other applicant is scheduled to report for work the last week in September. OPPD is in the process of making an offer to another applicant to fill the remaining specialist position.
