50-328 SEQUOYAH NUCLEAR PLANT (SON) - TECHNICAL SPECIFICATION (TS) 3.7.11.1.B.1 NOTIFICATION On August 16, 1989, at 1109 Eastern daylight time (EDT), with both units at 100 percent power, limiting condition for operation (LCO) 3.0.5 was entered because of inoperability of all four diesel generators. The diesel generatore had been declared inoperable the previous day (August 15, 1989) at 1109 EDT because of lack of performance of an adequate surveillance test on the fuel oil in the 7-day fuel oil tanks; the extension afforded by Surveillance Requirement (SR) 4.0.3 was employed. LCO 3.0.5 was entered upon expiration of the 24-hour extension, since the surveillance test had not yet been completed. At that time, the four high-pressure fire pumps were accordingly declared inoperable, and action statement 3.7.11.1 was entered.

Initial notification of the event was reported by telephone at 1457 EDT on August 16, 1989, in accordance with action statement b.2.b of TS 3.7.11.1.

The surveillance test on the fuel oil was successfully completed, and the diesel generators and fire pumps were returned operable at 1451 EDT, August 16, 1989.
