Dear Sirs Reference (a) presented the Nuclear Regulatory Commission's (NRC's) position on intergranular stress corrosion cracking (IGSCC) in stainless steel piping for Boiling Water Reactors (BWRs). Additionally, Reference (a) requested that all licensees of BWRs, and holders of construction permits for DWRs, furnish current plans relating to piping replacement, inspection, repair and leakage detection for IGSCC.

Reference (b) provided Commonwealth Edison (Edison's) initial response for LaSalle County Station (LaSalle) to Reference (a).

Upon review of Edison's initial response, the NRC requested auditional information from LaSalle in Reference (c).

The Attachments (A and B) to this letter present Edison's response to Reference (c).

Attachment A presents the response for LaSalle Unit I and Attachment B presents the response for LaSalle Unit 2.

LaSalle Unit I will follow the inspection requirements of Reference (a) starting with the third refuel outage (Fall 1989).

LaSalle Unit 2 followed the inspection requirements of Reference (a) starting with the second refuel outage (Fall 1988).

It should be noted that the information presented in Tables 2 and 3 of this response supersedes the information presented in Tables A-4 and A-5 of Reference (b).

InseIylce Insptction ProgIAm Tables 2 and 3 present the response for LaSalle Unit 1 in the format requested.

It should be noted that future inspection schedules, presented in Table 3, may be subject to change. However, at all times, LaSalle Unit I will continue to meet the intent of Generic Letter 88-01 with respect to scheduling the number of inspections in accordance with the IGSCC category requirements.

On Table 3, although no Category A welds are current.ly shown to be inspected during the third and fourth refuel outages, the minimum insp?ction requirements (at least 12% in 6 years) will be met by the conclusion of the Unit 1 fifth refuel outage.

Item 3.

Wilds Covered in L,1censee Submi1LD1 The initial Edison response to Generic Letter 88-01 presented all IGSCC susceptible welds for LaSalle Unit 1.

All of those IGSCC susceptible welds are presented in Tables 2 and 3.

Item 4.

Falds That Are Not UT Inspag_ table LaSalle IInit I has no IGSCC susceptible welds which are not UT inspectable.

Stress improvement processes, such as IHSI and MSIP, are considered by NUREG-0313, rev. 2 as being effective in reversing the residual as-welded tensile stress distribution on the inner part of the weld joint.

(3) Generic Letter 88-01, dated January 25, 1988, defined category B welds tw those welds stress improved within 2 years of operation.

LaSalle Unit 2 conducted MSIP during Jts first refueling outage which was within 2 years of plant operation at POWER, but not within 2 years of its commercial operating service date as stated in the original response to the Generic Letter 88-01.

LaSalle Station has listed these welds in Category B.

LASALLE COUNTY STATION l

UNIT 2 POSITIONS ON LEAKAGE DETECTION NOTE 1 Section 5.2.5 of the LaSalle County Station Safety Evaluation Report (NUREG 0519) provides an outline of the leak detection system. The conclusion reached in the SER was that the system provides reasonable assurance that small leaks across the reactor coolant pressure boundary, can be detected, as required by Criterion 30 of the General Design Critoria and Regulatory Guide 1.45.

NOTE 2 The sump fill-up rate in the primary containment is continuously monitored by chart recorders.

An alarm sounds in the control room when the sump pump starts, alerting the operator to potentially changing plant conditions. The swnp pump discharge flowmeter totalizer is recorded shiftly, and the leakage rate is determined.

It is the opinion of the station that addition of the 2 gpm requirement to the technical specifications would not provide a significant increase in the level of plant safety.

NOTE 3 LaSalle Station does not use the fixed-measurement-interval method.

NOTE 4 The LaSalle Station technical specification definition of " identified leakage" does not require identified leakage sources, which are captured and directed to the collection system, to be flow metered.

Strict compliance with this provision might require plant modifications to allow metering of all individual leakage sources. Total identified leakage is monitored via the drywell equipment drain sump pump discharge flow totalizer meter.

Readings from this totalizer are taken shiftly and the total identified leakage is then determined.

The sump fill-up rate is monitored continuously on a control room chart recorder. The station does not intend to pursue an amendment in this area.

NOTE 5 LaSalle Station Unit 2 does not have any Category D, E,

F or G welds currently.
