RANCHO SECO CLOSURE PLAN l

l The Rancho Seco Closure Plan ("the Plan") describes the projects and prograras designed to effect the safe and orderly closure of the Rancho Seco Nuclear Generating Station in accordance with the Technical Specifications, j
regulations and commitments. The Plan outlines the various portions of the l
closure effort ranging from organization / staffing levels to the revision of the Operating Licenss ultimately resulting in the decommissioning of the I
facility.
L Organization and Staffing Attachment i depicts the modifico Rancho Seco organization.
The new organization is functionally similar to the previous organization, with I
appropriate consolidations and restructuring to achieve the Plan's objectives. The new organization also accoinmodates the anticipated reduced staffing levels consistent with defueling of the reactor and maintaining Rancho Seco essentially as a fuel storage facility until the final dismantling / decommissioning of the site.
The AGM Nuclear heads the new organization and fulfills the functions of the Technical Specification positions of both CEO Nuclear and AGM Nuclear Power Production.
Both safety review committees (i.e., the Plant Review Committee and the Management Safety Review Committee) will remain in effect until appropriate changes to the Technical Specifications are approved by the NRC (see item 4 - Revise Technical Specifications).

A key element in restructuring the organization is the de-staffing of personnel and the reter, tion of key staff for the intermediate and long-term needs of the closure ptncess.
Attachments 2 and 3 illustrate the planned reduction in force as n.ilestones in the Plan are reached.
The retention program focuses on identifying those positions / individuals required beyond the j
initial phases of the Plan.
The District is taking steps to retain these
" critical" employees, thus guaranteeing a technically qaalified staff.

NRC DEgmmisS1on P1an The District has established a Decommissioning Task Force to evaluate the options for eventual decommissioning of Rancho Seco.
The Task Force is
. producing a Decommissioning-Action Plan (DAP) that addresses the major activities. required to place Rancho Seco in a SAFSTOR condition.
The DAP will also define the' preparations for decontamination of the site resulting in the unrestricted release of-the property. The initial issue of the DAP is
,expectedduly1989.
A preliminary decommissioning schedule is shown in The DAP will evolve into a full decommissioning plan which the District will use in< meeting the various regulatory requirements of 10 CFR. 1 4.
.ReviseTe.chnjnLSpecifications The District is developing an action plan that defines the activities and responsibilities required to obtain NRC approval for appropriate changes to the Technical Specifications applicable for the plant in a "defueled" condition. ' Attachment 6 is the action plan schedule for obtaining defueled mode Technical Specifications.
The anticipated approval of these revised Technical Specifications will provide the basis for replacing existing Technical Specifications upon NRC approval of a "Haterial Possession Only" License and eventual transition into SAFSTOR condition, f

' Because of the Plan, the District is. revising its USAR amendment process. The g

.next USAR amendment is scheduled for submittal to the NRC by January 22,.1990, and w'.11. include changes to the facility through July 1989. As part of the application for Material Possession Only License, the District will revise the current USAR to be used as a new SAR in support of the license change. This SAR will then be updated annually in accordance with 10 CFR.

Revise Security Plan Due: to of the reduction 'in required systems and vital areas, the District will seek NRC approval for changes in the Security Plan. is a schedul.e' illustrating key milestones and activities to accomplish this task.

Revise Emeraency Plan For reasons similar to those stated concerning the Security Plan, the District
-is evaluating and will request NRC approval for modifications to the Emergency Plan. Attachment 8 shows the significant activities associated with the Emergency Plan modifications.

RANCHO SECO CLOSURE PLAN L ReXiSe fire Hannis Analysis Due to the considerably reduced number of required systems and vital areas, the District is revising its Fire Hazards Analysis. As part of this effort, the District will be working closely with ANI to assure issues related to the insurer as well as the NRC are met.
10 ASHLI_Sl/lST Procram The District is evaluating the scope of its In Service Inspection /In Service Test (ISI/IST) program requirements due to the planned plant conditions. Upon completion of this review, the District will inform the NRC of the systems it intends to maintain as part of the ISI/IST program.
.1L__l!cvisLCommitments The District has initiated a comprehensive review of its commitments to the NRC and other agencies.
These agencies include: American Nuclear Insurers (ANI); Institute of Nuclear Power Operators (INPO); Babcock and Wilcox Owners Group (B&WOG); Nuclear Management and Resources Council (NUMARC) and California State and County agencies. The goal of the effort is to classify these commitments into categories. The categories include:
A.
A commitment to be performed by a committed due date.
Changes to priority "A" commitments require formal renegotiation with the agency.
B.
A commitment to be performed with a " flexible" due date (due date may be modified within reason). Changes to priority "B" commitments do not require formal renegotiation of the due date.
C.
A commitment that is being reviewed for applicability.
D.
A commitment that was felt could be deferred until after the final decision is made on decommissioning.
Deferral will require renegotiation of many of the commitments in this category.,

Environmental Impact Statemeqi As part of the decommissioning effort, the District will prepare an Environmental Impact Statement (EIS).to support the NRC approval of the final dismantling of the Plant. The schedule for preparation of the EIS is-under review and will be undertaken to support regulatory action as appropriate.

- 13. Revise Rancho Seco Procedures-(RSAPs. DeDartment Administrative-Etag]Ldgr_es and: Technical Procedures)
An integral part of the-Plan is the thorough review of existing management processes and.proceoures that govern various functions.
Coupled with the i
organization restructure and evolving plant conditions, the District has begun revising these procedures and programs to successfully and effectively meet the objectives of the closure effort.
- 14. Review State and EPA Requirements As with the NRC regulatory requirements, the planned plant changes necessitate a review of other applicable regulatory requirements.
The District will proceed with terminating efforts to meet regulations that are no longer applicable.
Review of regulations has commenced and negotiations and discussions with these agencies to define the scope of applicability are under way. t

Mdng Term S'ystem Layup/ Operability Requirements is 'the Nuclear Directive issued to all personnel defining systems required to support cold shutdown / fuel handling.
Plant Performance,
- Engin'eering and Licensing developed the list of systems incorporating regulatory requirements (i.e., Technical Specifications) and engineering evaluation based on plant conditions.
The Plant Review Committee'(PRC) i reviewed and approved the list. As discussed in Item 4, when plant conditions change and.upon approval of changes to the Technical Specifications, the District will revise the list of systems as appropriate.

Revise._Qpen Contracts During the initial stages of implementing the Plan, the District performed a comprehensive review of contracts that were in effect. Most of these contracts involved services, and/or tasks related to operating the plant or the Cycle 8 refueling outage. The District is cancelling or suspending a number of contracts and tasks not related to the safe and orderly shutdown of the plant.
For the remaining open contracts, management is evaluating renegotiating these contracts to better suit the needs of the District for the l
closure process.

Revise 1989 Budget and Develop Lona Ranae Budaet The District is reviewing its 1989 budget to reflect the closure of Rancho Seco. Although a number of budget cuts are applicable because the plant has been removed as a revenue generating facility,- the District recognizes and has j
emphasized maintaining adequate budget to continue the safe layup and control

Review and Revise MadifiIations Engineering, Operations and Licensing conducted a review of plant modifications. scheduled in accordance with the Long Range Schedule Program (LRSP). This initial review resulted in the identification of a number of projects, design changes and plant modifications / studies that could be suspended as active work items.
Each item was reviewed via the LRSP process and dispositioned in accordance with approved procedures.
Items suspended have been statussed and archieved for retrieval as required.
20 Revise Drawings _and Technical Manual Program _s As part of the reduction in scope of systems required under plant closure, the District is engaging in a review of drawing changes and technical manuals.
Configuration control will remain a significant activity for site personnel.

These Quality Program requirements are defined in the Rancho Seco Quality Manual.

- 23. PrevRD_tive/ Corrective Maintenance Pros a m The District intends to continue its _ PM/CM programs as appropriate for systems required for_the. evolving. plant conditions. As guidance, the Maintenance and Operations Departments-will use the Nuclear Directive described in Item 16 to schedule appropriate routine maintenance work. Attachment 10 shows the preliminary equipment outage schedules.
Decisions concerning extensive PM or CM workuon systems scheduled for eventual full-term layup or abandonment will be made by Management.
- 24. Surveillance Program The District will continue to meet its surveillance requirements as specified in the Rancho Seco' Technical Specifications. As described in previous sections (Items 4,10,16 and 23), the District will be submitting changes for NRC approval concerning Technical Specifications and the Operating License to
-reflect the various stages of closure. -
hANCHOSECOCLOSUREPLAN 2L Training Proaram-The District is performing a detailed review of its training and accreditation program.
This analysis will determine the training requirements for maintaining the required number of operator licenses and qualified technical staff. Training Department functions for the licensed operator program will be absorbed by the Operations Department. Other training needs will be assumed by the departments themselves.
23 Facilitjm Because of the planned reduction in personnel, the District is reviewing its facility needs and will schedule an orderly consolidation of facilities (i.e.,
office space).
Implementation of this consolidation is under way and will occur as destaffing continues.

Rtcp MS_M3 s gement Nuclear Documents is working to ensure the orderly recovery and archival processing of all Rancho Seco documents and records consistant with regulatory and corporate guidelines. Maintenance of the control and status of all documents and records is currently in effect, and will continue through the plant closure and decommissioning process.

SUBJECT:
SYSTEMS REQUIRED TO SUPPORT COLD SHUTDOWN / FUEL HANDLING PURPOSE:
The purpose of this Directive is to assist personnel with definition and prioritization of work based on a list of systems identified by Plant Performance and reviewed by the Plant Review Committee for present operation of the plant and future fuel handling activities.
This list is divided into two attachments.
Attachment A is composed of systems required by the Technical Specifications and their required ancillaries.
Attachment B consists of systems that are prudent to operate in the present plant configuration.
SCOPE:
This Diredtive applies to all Rancho Seco personnel.
REFERENCES:
Rancho Seco Technical Specifications Memorandum MPP 89-549, Systems Required to Support Cold Shutdown / Fuel Handling DIRECTIVE:
Rancho Seco personnel should use the attached system lists to define and prioritize work activities through defueling.
IMPLEMENTATION SCHEDULE:
Effective June 26, 1989 CLOSEOUT:
90 days from issue.
