Gentlemen:
SUBJECT:
OPPD Review of NRC Correspondence Submittal Process In Reference 3, Omaha Public Power District (OPPD) committed to advising the Nuclear Regulatory Commission (NRC) on the results of our internal review of the NRC correspondence submittal process. This review was performed in order to identify any deficient areas regarding OPPD's transmittal of information to the NRC.
OPPD has completed its review and has identified no significant deficiencies in the correspondence submittal process. The review did, however, identify that actions could be taken to improve compliance with the process and preclude future instances of providing inaccurate information.
These actions are threefold.
First, develop detailed licensing standards for the preparation and processing of licensing correspondence.
These standards were developed, communicated and implemented in May 1989.
Second, revise the OPPD form which requires the certification of information transmitted to the NRC. This form has been revised and became effective August 1, 1989. The form now requires more detailed steps to ensure that the information and commitments contained in the licensing correspondence have been endorsed by all affected organizations.
Third, evaluate actions to improve the commitment planning process and accountability within the process. This evaluation has been completed with future implementation plans having been presented and discussed at the July 31, 1989, Nuclear Performance Meeting.
