This procedure establishes the structure of the Rancho Seco Nuclear Organization, delineates department and area responsibilities and authorities,.and provides lines of communication for plant personnel. [ Commitment 3.2.1]

2.0 SCOPE

' Applies to all personnel within the Rancho Seco Nuclear Organization.

5.0 RESPONSIBILITIES 5.1 The following are general responsibilities affecting all Nuclear Organization personnel. Minimum responsibilities and authorities of the AGM, Nuclear, Deputy AGM, Nuclear, Departments reporting

General responsiblitties-of all Nuclear Organization personnel include the following:

5.1.1.1 Contributing to the safe operation and maintenance of Rancho Seco.

'5.1.1.2 Maintaining radiation exposure As Low As Reasonably Achievable-(ALARA).

5.1.1.3 Reportirig deficiencies and implementing corrective action when applicable.

5.1.1.4 Taking appropriate action to cease work activities when continuation will jeopardize plant systems, human life, or radiological safety.

5.1.1.5 Following approved procedures.

5.1.1.6 Maintaining an orderly, clean, and safe working space.

5.1.1.7 Filing, with appropriate retrieval indices, completed documents and records in Records Management.

5.1.1.8 . Complying with Technical Specifications and other laws, licenses and permits.

5.1.1.9 Routine reporting of status and timely reporting of unusual situations through chain of command.

5.1.2 Nuclear Organization Manacement and Manaaement Staff General responsibilities of department managers, area heads, superintendents, supervisors, and plant engineers, include the following:

5.1.2.1 Managing the performance of subordinates to achieve Nuclear Organization objectives.

5.1.2.2 Developing personnel career paths.

5.1.2.3 Identifying training needs to the Nuclear Training Area.

5.1.2.4 Providing on-the-job training in addition to training through courses offered by the Nuclear Training Area and outside organizations.

5.1.3 Succession of Responsibility The succession of responsibility for operation of the plant in the event of absences, incapacitation of personnel, or other emergencies is as follows:

.Seco Nuclear Generating Station. The Deputy'AGH, Nuclear assists the AGM, Nuclear in directing activities of the functional departments (see Attachment 1). '

6.1.2 It is not the intent of this procedure to delineate ths responsibilities and authorities for all Nuclear Organization Management personnel, but rather to describe department / area i l

functional responsibilities in general. Other Administrative l l

procedures assign specific responsibility for implementing '

plant policy, procedures and requirements committed to during the operational phase of Rancho Seco.

6.1.3 An organizational change in effect with the issuance of i

Revision 5 of this procedure changes supervisory titles throughout the Nuclear Organization. Attachment 2 provides a matrix of these changes.

6.2 Assistant General Manager (AGM). Nuclear 6.2.1 The AGM, Nuclear (referred to as CEO, Nuclear and AGM, Nuclear

! Power Production in Technical Specification 6.0, reports directly to the General Manager (see Attachment 1) and is responsible' for-the safe and reliable operation of the Rancho Seco Nuclear Generating Station. In the execution of this office, the AGM, Nuclear has the following responsibilities:

6.2.1 1 ' Assuring the safety of plant personnel and the general public.

6.2.1.2 Assuring overall implementation of the Nuclear Quality Progrcm to ensure optimum quality performance and safe, reliable operation.

6.2.1.3 Administering the Nuclear Organization budget.

6.2.1.4 Approving the overall scheduling of plant activities and expenditures associated with those activities.

6.2.2 The AGM, Nuclear has authority to:

6.2.2.1 Establish Nuclear Organization policy.

6.2.2.2 Recommend changes to licensing documents, procedures and other established policy.

6.2.2.3 Make NRC commitments.

6.2.2.4 Approve contracts and other purchases.

6.2.2.5 Approve Nuclear Organization Department budgets and staffing levels.

6.2.2.6 Administer the provisions of Standard District Procedures and salary plans, including recommendation of promotions, salary adjustments, transfers and termination of Nuclear Organization personnel.

L 6.3 Denuty Assistant General Manaaer (AGM). Nuclear The Deputy AGH, Nuclear reports to the AGH, Nuclear (see Attachment 1) and has the following responsibilities:

6.3.1 Functioning as the AGH, Nuclear with fully delegated authority I

in the event that the AGH, Nuclear is not or site.

6.3.2 Providing timely technical support for the entire Nuclear Organization in the areas of licensing, emergency preparedness and environmental monitoring, human resources, and plant closure activities.

6.3.3 Ensuring that Nuclear Plant commitments are met as scheduled.

6.3.4 Maximizing acceptance of responses to Nuclear Plant audits and inquiries.

6.3.5 Representing the District in meetings and committees with federal, state and local agencies, insurers, industry groups and others.

6.3.6 Ensuring effective decisions on Nuclear Plant administrative and day-to-day operations issues.

6.3.7 Optimizing utilization of Nuclear personnel and other o resources by overseeing administration, budgeting and other Nuclear administrative processes.

6.3.8 Haximizing effectiveness of Nuclear policies and procedures by investigating and preparing recommendations for the AGM, Nuclear.

6.4 Manacer. Nuclear Piant The Manager, Nuclear Plant reports to the AGM, Nuclear and has the following responsibilities:

6.4.1 Operating the Rancho Seco Nuclear Generating Station in a safe and efficient manner to protect the health and safety of the public while maximizing the efficient production of electrical energy.

6.4.2 Establishing policies and atrection within the Nuclear Plant areas to support the goals and objectives established by the AGM, Nuclear and the District for Rancho Seco.

6.4.4 Proviaing a professional work environment for SMUD and contractor personnel.

6.4.5 Promoting the credibility of Rancho Seco and SMUD management with the District's customers / owners and with nuclear industry and regulatory. bodies.

6.4.6 Directing the conduct of operations of the physical plant in the areas of operations, radiological monitoring, chemistry and radiochemistry control.

6.4.7 Serving as Project Manager for the Control Room Simulator Project.

6.4.8 Assuring Safety and Quality Programs are implemented within areas of responsibility.

6.4.9 Assuming the responsibilities and authorities of the T4GM, Nuclear when delegated.

6.5 Manaaer. Nuclear Technical Services The Nuclear Technical Services Department is responsible for plant design, design modifications to plant systemt, design specification development, design change control, systems engineering, procurement engineering, performance monitoring, surveillance testing, including in-service-inspection and testing, reactor engineering and welding. The Manager, Nuclear Technical Services reports to the AGM, Nuclear (see Attachment 1) and has the following responsibilities:

6.5.1 Establishing policies and direction within the Nuclear Technical Services areas to support the goals and objectives estabitshed by the AGM, Nuclear and the District for Rancho Seco.

6.5.2 Providing timely technical support for the entire Nuclear Organization in the areas of engineering and plant performance.

6.5.3 Operations and Maintenance Support 6.5.3.1 Assisting in non-routine maintenance planning.

6.5.3.4 Assisting in determining scheduling for system readiness, outage coordination, maintenance, modification and testing.

6.5.3.5 Serving as Project Manager for system testing, maintenance and modifications.

6.5.3.6 Review system Preventive Maintenance Program and recommend improvements.

6.5.4 Monitor, Trend and Evaluate System Performance 6.5.4.1 Monitoring, trending, evaluating system data and conducting system walkdowns.

6.5.4.2 Preparing, reviewing, approving test procedures and directing system testing.

6.5.4.3 Evaluating surveillance test results for complian:e with Technical Specification requirements. '

6.5.5 Reviewing, approving, initiating and revising system documentation where applicable.

6.5.6 Evaluating industrial and regulatory data, such as INPO, LRSL items and NRC publications. ,

6.5.7 Serving as key contact to coordinate plant modifications.

6.5.8 Providing Engineering Advisors in the event of TSC activation.

6.5.9 Coordinating welding equipment maintenance, qualification and qualification records.

6.5.10 Coordinating Reactor Building closecut to ensure cleanliness and proper configuration.

6.5.11 Administering the Temporary Modification Program.

6.5.12 Implementing testing requirements of Technical Specifications and ASME Section XI, Rules for Inservice Inspection.

5.5.14 Supporting the plant in resolving design related problems.

6.5.15 Providing design information related to specifications of equipment, construction specifications, parts substitutions, and equipment qualifications.

6.5.16 Maintaining design baseline documents and maintaining the Master Equipment List.

6.5.17

. Administering the Environmental Qualification of Equipment and Seismic Equipment Qualification Programs.

6.5.18 Administering the Configuration Management Program.

6.5.19 Implementing Fuel Management and Control Programs.

6.5.20 Assuring Safety and Quality Programs are implemented within areas of responsibility.

6.5.21 Performing materials engineering activities and functions related to supplier disposition requests, dedication of commercial grade items, stock material reverification, parts equivalency evaluations, installed part equivalency evaluations, purchase requisition worksheets, stock reclassification requirements evaluations and maintenance of EQ and SEQ on replacement parts for items which do not constitute 4 design change.

6.5.22 Performing failure analysis 6f failed equipment.

6.5.23 Preparing Receiving Inspection Data Reports.

6.5.24 Ensuring technical and qualtty requirements are specified in procurement documents. Preparing Receiving Inspection Data Reports (RIDRs) and requesting Quality to prepare Shop Inspection Data Reports (SIDRs).

6.5.25 Assuming the responsibilities and authorities of the AGM, Nuclear when delegated.

The primary responsibility of the Manager, Nuclear Maintenance is j to maintain the physical condition of the plant to optimize equipment reliability and availability. The Manager, Nuclear Maintenance directs maintenance activities and reports directly to the AGM, Nuclear (see Attachment 1). Functional responsibilities include:

6.6.1 Performing preventive, predictive and corrective maintenance functions.

6.6.2 Planning maintenance work activities.

6.6.3 Developing and implementing a calibration control program for measuring and test equipment (M&TE) used for surveillance and testing of plant systems and components.

6.6.4 Identifying required materials, spares and replacement parts in support of maintenance activities.

6.6.5 Implementing an inspection program for equipment and rigging used in handling plant components and fuel movement.

6.6.6 Implementing physical modifications to plant systems, #

components and structures.

6.6.7 Managing the work of the Labor Contractor and other contractors assigned work activities.

6.6.8 Monitoring contractor activities for productivity, effectiveness, housekeeping practices, and cost and schedule performance.

6.6.9 Processing material issues and return of itents to storage.

6.6.10 Processing and accounting for cable / raceway tracking system cards issued for use in plant modifications.

6.6.11 Providing procurement and expediting services for materials, equipment, and related services for the plant.

6.6.12 Performing materials receiving and examination functions.

6.6.13 Classifying, coding and preparing items for storage.

6.7 Manaaer. Nuclear Ouality and Industrial Safety The Nuclear Quality and Industrial Safety Organization, under the leadership cf the Manager, Kaclear Quality and Industrial Safety is responsible for overall administration of the Rancho Seco Nuclear Quality, Safety, and Loss Prevention Programs. The Manager, Nuclear Quality and Industrial Safety (referred to as Director, 1 Quality Assurance, Nuclear in Technical Specification 6.5.4 reports directly to the AGM, Nuclear (see Attachment 1) and has the l following- responsibilities and authorities:

6.7.1 Establishing the Nuclear Quality Program.

6.7.2 Providing and maintaining a technically qualified staff.

6.7.3 Preparing and maintaining the Rancho Seco Quality Manual.

6.7.4 Interfacing with regulatory agencies, suppliers, contractors and Nuclear Organization Departments on quality matters.

6.7.5 Notifying plant management of quality problems and recommending corrective action.

6.7.6 Performing trend analysis to identify possible adverse quality trends 6.7.7 Stopping work when the safety of plant personnel or the public or the capability to safely operate or shutdown the plant are adversely affected.

6.7.8 Establishing Safety and Loss Prevention Programs and procedures, including the Rancho Seco Fitness for Outy Program.

6.7.9 Assuming the responsibilities and authorities of the AGM, Nuclear when delegated.

6.8.1 Establishing policies and direction within the Nuclear Support Services areas to support the goals and objectives established by the AGM, Nuclear and the District for Rancho Seco.

6.8.2 Developing and maintaining computing facilities and associated information systems.

6.8.3 Developing and supporting the Rancho Seco voice communications systems.

6.8.4 Directing the activities of Nuclear Security for Rancho Seco during routine, emergency and contingency operations.

6.8.5 Directing implementatipp of a complete training program for the Nuclear OrganPtstion that meets accreditation requirements and maintains skilis na:essary for safe and effective operation and maintenance of the plant.

.6.8.6 Providing centralized administrative services and support for the entire Nuclear Organization in the areas of cost control, ,

strategic planning, contracting, administrative / plant services and storage for plant records.

6.8.7 Assuming the responsibilities and. authorities of the AGM, Nuclear when delegated.

6.9 Nuclear Licensino Area The Nuclear Licensing Area is responsible for providing regulatory guidance, as well as compliance and licensing services to maintain the Rancho Seco operating license. The Manager, Nuclear Licensing directs the activities within this area and reports directly to the Deputy AGM, Nuclear. Functional responsibilities include:

6.9.1 Coordinating the District's interface with the NRC (NRR and Region V).

ANI, INPO, and NUMARC and managing the Nuclear Organization's Commitment Management Program.

6.9.3 Performing 10 CFR 50.S9 Safety Analysis reviews.

6.9.4 Updating licensing design basis documents.

6.9.5 Maintaining and interpreting the Technical Specifications.

6.9.6 Reporting of occurrences in accordance with 10 CFR 50.73 (Licensee Event Reports) and for performing Incident Analysis Program investigations.

6.9.7 Coordinating the Rancho Seco Operating Experience Review Program.

6.9.8 Coordinating the District's interface with INPO and ANI.

6.9.9 Managing the District's participation in the B&W Owners Group.

6.9.10 Coordinating the activities of the PRC and MSRC.

6.9.11 Issuing the Monthly Performance Indicator Report which trends Rancho Seco performance against accepted industry standards and preparation of Nuclear Division Management Reports used at SMUD Board of Directors Meetings.

6.10 Nuclear Environmental Monitorina and Emeraency Preparedness Area The Nuclear Environmental Monitoring and Emergency Preparedness Area is responsible for development, implementation, and maintenance of the Rancho Seco Emergency Plan and implementing procedures. The Manager, Nuclear Environmental Monitoring and Emergency Preparedness directs activities within this area and reports directly to the Deputy AGM, Nuclear. Functional responsibilities include:

i 6.10.1 Offsite sample collection and monitoring of routine / accidental radiological releases into the general environment.

6.10.2 Development and maintenance of Emergency Preparedness for onsite and offsite emergency response organization members and outside support agencies.

o 6.12 Nuclear Ooerations Area The Nuclear Operations Area is responsible for the safe and efficient operation of the Rancho Seco Nuclear Generating Station.

Operation of the plant is directed by the Nuclear Operations Manager who is responsible to the Manager, Nuclear Plant.

Functional responsibilities include:

6.12.1 Ensuring that plant operations are conducted in accordance with the requirements of the operating license, Technical Specifications, plant operating procedures and all applicable state and federal regulations in such a manner as to ensure the health and safety of the public.

6.12.2 Controlling equipment status, with special emphasis on Technical Specifications Limiting Conditions for Operation and for worker's protection.

6.12.3 Ensuring that all Potential Deviations from Quality related to the operability of plant equipment have been properly evalutted and all necessary actions completed prior to authorizing equipment operation.

I 6.22- Manaaement safety Review Committee (MSRC)

The HSRC is established for the purpose of advising the AGM, Nuclear on facility operations (see Attachment 1). The MSRC provides independent review and audit of designated activities as required by Technical Specifications. The MSRC is composed of a Chairman, appointed by the AGM, Nuclear and eight members approved by the AGH, Nuclear. The MSRC shall meet at least once per calendar quarter and as convened by the Chairman or as directed by the AGM, Nuclear. The MSRC responsibilities are detailed in RSAP-0109, Management Safety Review Committee.

6.23 Plant Review Committee (PRC)

The PRC is established for the purpose of advising the AGM, Nuclear and the Management Safety Review Committee on all matters related to nuclear safety (see Attachment 1). The PRC reviews site documents as specified in Technical Specifications to determine -

whether an unreviewed safety question exists and recommends approval or disapproval to the AGM, Nuclear. The PRC is composed of a Chairnan, appointed by the AGM, Nuclear and a minimum of six members approved by the AGM, Nuclear. The PRC shall meet at least once per calendar month and as convened by the PRC Chairman, or as directed by AGM, Nuclear. The PRC responsibilities are detailed in RSAP-0106, Plant Review Committee (PRC). <

7.0 RECORDS The following individual / packaged documents and copies of any related correspondence completed as a result of the performance or implementation of this procedure are records. These records shall be submitted to Records Management when completed in accordance with RSAP-0601, Nuclear Records Management.

j'n SMUD identified various positions throughout the Rancho Seco organization as

' essential = to Rancho Seco during the transition from an operating plant to a L decommissioned facility. The District established a retention program to retain the employees in'the identified positions.

The:" critical"' positions were classifie.d into one of three groups: 1)

-Management, 2) Technical, or 3) Operations. These groupings are discussed in more detail below, Manaaement-Management personnel (approximately 14) are retained to eliminate disruption within the Rancho Seco organization and ensure continuity during the transition phase.

Th'e managers who report directly to the Assistant General Manager (AGM),

Nuclear are being retained, as well as those who report directly to the Deputy AGM..

Since radiation protection, chemistry, and security are continuing concerns, the managers in these areas are also identified as " critical".

The cost control /long range planning and decommissioning plan management personnel are retained to assist in the planning of the decommissioning effort.

Te' chni cal Essential technical personnel (approximately 15) are being retained to maintain technical competency at Rancho Seco during the decommissioning effort.

The Nuclear Engineering managers identified as " critical" are those in the electrical, mechanical, I&C, and design configuration disciplines.

The Quality Assurance and Quality Control Supervisors are being retained to ensure decommissioning activities achieve the required quality standards.

Since radiation protection, chemistry, and effluents concerns will need to be addressed during decommissioning, personnel (specialists and supervisors) are identified as " critical" in thosa areas.

A great deal of interaction with various nuclear regulatory agencies will be required to obtain a " Possession-Only" license. To ensure compliance with regulations and an adequate interface with agencies during the decommissioning of Rancho Seco, the Regulatory Compliance Coordinator is being retained.

Ooerations Approximately 55 license holders (or license certificate holders) have been identified as " critical" to ensure an adequate operational knowledge of the facility (and meet Federal staffing requirements).

The " critical" operations personnel include the Operations Manager, Operations Superintendents, Shift Supervisors, Assistant Shift Supervisors, and Control Room Operators.
