Gentlemen:

This letter forwards the report of the Systematic Assessment of Licensee

Performance (SALP) for the Fort Calhoun Station (FCS). The SALP Board met on

June 13, 1989, to evaluate licensee's performance for the period May 1, 1988,

through April 30, 1989. The. performance analyses and resulting evaluations

are documented in the enclosed'SALP Board Report.

In accordance with NRC policy, I have reviewed the SALP Board Assessment and

concur with their ratings. Since this assessment was conducted in accordance

with the revised NRC Manual Chapter 0516 with restructured functional areas,

direct comparison of some of the performance ratings in this report with those

in past'SALP reports is not appropriate. However, while some apparent

.' weaknesses were identified, it..is my view that the overall performance at the

FCS has substantially improved'during this SALP period. With respect to

individual SALP functional areas, performance in the Radiolc31 cal Controls area

increased from a Category 3 to a Category 2. The remaining six SALP functional

areas were each judged to be a Category 2. Your management efforts to address

significant weaknesses during the previous SALP period were clearly evident

during this assessment period. The formation of your Safety Enhancement

Program (SEP) to address a wide spectrum of issues was noteworthy. The

performance ratings provided in the SALP Board Assessment are based, in part, on

the progress that has been made toward completion of many of the SEP items. It

is anticipated that many of the concerns identified in the assessment report

will be resolved when the SEP items are completed. For this reason, it is

extremely important that you complete all SEP items in a timely manner.

However, there are some issues addressed in this report that are not part of

the SEP, and should be also addressed. The following specific areas merit

highlighting:

1. The SALP Board deliberated at length regarding the assignment of a

performance category for the Security functional area. The Board was

concerned about the numerous repeat violations and other problems

identified in this area. This was largely attributed to the apparent

failure of OPPD to focus on the daily activities of the security force, an

issue that goes beyond the SEP. However, the Board also noted that you

are in the process of making major improvements to the entire security

o program, and that many of the violations were the result of security

d$ problems encountered during upgrade activities. The Board also noted

$ that some deficiencies were identified by your improved self-assessment

2. 'Although the number of on-shift licensed operators has increased during

this assessment period, the staff.of licensed personnel at the FCS

remains relatively'small when compared to the staffs at other Region IV

-plants. Increasing the number of licensed operators was viewed by the

,.

Board as a' safety enhancement. This would provide an increased pool of

't

qualified staff to respond to operating ' challenges, as well as an

increased personnel resource .for other positions within the OPPD nuclear

divisions,

'3. The licensed operator requalification program was evaluated as

satisfactory. However, problems continued to be identified with the

program. .It appears that management needs to take a more-proactive role

in'the licensed operator program.

A management meeting will be scheduled with you and your staff to review the

results,of this SALP Board Report. The time and date of this meeting will be

promulgated separately.. Within 30 days of this management meeting, you may

comment, in writing,.to this office regarding any SALP rating. Your comments,

a summary of our meeting, and my disposition of your comments will be issued

as an appendix'to the enclosed SALP Board Report.

Comments which you submit are not subject to the clearance procedures of the

Office of Management and Budget as required by the Paperwork Reduction Act
