We have reviewed the additional information contained in your January 26, '

1989 letter concerning electrical connections in control room panels j (Allegation RIII-87-A-0126) in conjunction with your initial response  !

contained in your October 14, 1988 letter regarding the same issue. )

We agree with the rationale which allowed you to use the results of sampled Unit 2 control room panel electrical connections in detennining the condition j of similar connections in Unit 1. ]

i You also made two other conclusions in support of your decision that no testing i of Unit 1 connections was necessary. You concluded from interviews with plant j personnel who have worked on the panels and from document reviews of work performed on failed lamp holders over the past several years that there was no evidence of unsoldered electrical connections. You also stated that a problem as pervasive as the alleged discrepancy would have aroduced numerous .

instances of intermittent / flickering lights and therefore t1e absence of these i examples disputes the allegation. I During the week of March 27 through 31, 1989, an NRC inspector had the ,

opportunity to discuss the trouble shooting maintenance work on control room 1 panel lamp holders with the licensee's staff and to review General Electrical Instruction (GEI)-0013, Special Connectors and Multi-Pin Assemblies, effective December 23, 1985. GEI-0013 provides guidance for the installation for the subject lamp holders and Instrumentation & Control (I&C) technicians use the GEI to troubleshoot malfunctioning lamp holders.

The inspector also observed actual samples of the Hollingsworth connector and discussed lamp holder soldering and heat shrink tubing application with an I&C  !

cupervisor.

On March 31, 1989, the inspector discussed the allegation with the licensee's Compliance Engineering (CE) lead. The CE lead stated that the licensee was considering a revision to GEI-0013 to inspect failed lamp holders for the required soldering as the lamp holders are replaced. We view the inspection of failed lamp holders as an appropriate and conservative action. Should you identify any unsoldered Unit I lamp holders' Region III should be notified ,'

immediately.
