RESPONSE TO NRC GENERIC LETTER 88-14 (TAC NO. '71659)

The staff has reviewed your March 1,'1989 (NRC-89-0046) and April 24, 1989 (NRC-89-0091) responses to Generic Letter (GL) 88-14 concerning Detroit Edison's (DECO) design and operations verification of the instrument air system at Fermi-2.

The April 24, 1989 letter identified a correction to the March 1, 1989 submittal.

' The March.1,1989 letter identified the following commitments that Detroit Edison

-has made to meet _our generic guidance.

Please confirm that this list matches your understanding of all outstanding GL 88-14 items for implementation by Deco.

-(1) DECO has committed to change the testing frequency for the dew point check of the noninterruptible control air system, Division:II, under procedure NRP 35.622.002 from a quarterly to a monthly activity by March 31, 1989 (part of response to GL 88-14 Item No. 1).

Under this same procedure, the check of the dew point at the outlet of the dryers will be changed from a quarterly to a monthly activity.(part of response to GL 88-14 item No. 2).

(2) DECO has committed to develop surveillance procedures, by the first-

refueling outage, to test the isolation capabilities for the accumulators of the noninterruptible control air system (part of response to GL 88-14 item No. 2).

This surveillance is to be included in the Inservice Testing program, i

l (3) Deco has committed to install a permanent heatless air dryer for the 1

interruptible control air system under EDP 5323 by the first j

refueling outage (part of response to GL 88-14 item No. 2).

(4) Deco has committed to establish and/or revise additional PMs for the station air system by the fir't r.efeeling outage when the compressors, aftercoolers, and receiver tanks drain improvement is completed (part of response to GL 88-14 item No. 2).

(5) DECO has committed to install a permanent parallel interruptible control air dryer to the station air system when EDP 5323 is implemented (part of response to GL 88-14 item No. 2).

(6) DECO has stated that requalification classes have been updated to include discussion and simulation of loss of instrument air scenario.

DECO has scheduled to complete these requalification classes by April 14, 1989 (part of response to GL 88-14 item No. 2).

.. (7) By June 30, 1989, Deco has connitted to having maintenance personnel complete their reading of Generic Letter 88-14 and Fermi-2's response to it (part of response to GL 88-14 item No. 2).

(8) Deco has connitted to testing of the ADS, LLS & MSIV accumulators to assure acceptable check valve leakage rates under surveillance procedures 43.137.02 and 43.201.01 during refueling outages. The procedures are presently'being developed and are scheduled.for issuance by Apr11.15, 1989 (part of response to GL 88-14 item No. 3).

The ' staff finds your response to Generic Letter 88-14 to be acceptable for meeting our generic guidance concerning instrument air supply system problems affecting safety-related equipment.

Please notify us when you have completed your implementation' of the identified outstanding GL 88-14-consitments.
