'Ihe purpose of this procedure is to prtnide instructions for the diacomina-tion of information to the public. It describes the operation of the Emer-gency News center (Dic) as a near site location for the acquisition and dinaamination of emergency related information, arx* describes the operation of the Corporate Cartrnand Center (00C) as a support location to the ENC.

2.0 SCDPE

'Ihis suc.ulare describes the operation of the Ersvracy Information Ser-vices organization following activation of the Radiological Emergency Response Plan (RERP). It is designed to provide a framcwork within which Florida Power can meet the information @ of the public during an exs ers y at Crystal River Unit 3.

Coordinator are respcssible for providing clarification of the technical terminology and operational s.ha=ps that nust be understood in order to accurately report emergency activities.

'Ihe responsibilities for the above positions are described in further detail in attachment 3.

5.2 ACTIVATION OF 'DE INFmMATIN SERVICES GUANIZATIm At his discretion, the IDF Director ray request activation of the Emergency 5.2.1 News Center (in conjunction with the EDF) whenever an Alert eme.ufacy classification has been declared.

5.2.2

'Ihe Emergency News Center must be activated each time an eruerspacy classification of Site Area or General Emergency is reached.

5.2.3

'Ihe Information Services Director will determine the most aw ussiate utilization of FPC's information dimamination resources, based on the requirements of the emergency in progress. He may activate all, or selected parts, of the Information Services organization if r==ry.

5.3 N7FIFICATIN OF 'DE INIGMATIN SERVICES GUANIZATIW 5.3.1 'Ihe Emergency / Recovery Director will inform the Information Services Director of any emergency at CR-3 that results in activation of the RERP.

'Ihe notification network is provided in of REP-02, " Activation and Notification of the Corporate Eisspcy Support Plan".

5.3.3 Notification of the Federal, State, and local public information representatives will occur as a result of required emergency notifications by the plant staff to the State Warning Point, Tallahassee.

5.3.4 Initial notification to the media will occur as a result of normal Public Information Department activities. As a ocurtesy, notification of the local media will emm prior to notification of the wire services.

5.4 FACILTIY PREPARATIm 5.4.1 'Ibe physical layout of the ENC is depicted in Attachment 1.

'Ihe INC is qtg prepared for use by the EDF Facility Manager and the setup personnel (REIM)2, Attadu:ent 1). Instructions are contained in REP-03, " Operation of the Emergency operations Facility".

5.4.2

'Ihe CCC is maintained in e state of readiness at all times. 'Ihe first person to report to the CCC can obtain access frm the Secretary to the Vice President, Human Resources, or fr m the Security personnel assigned to Building A.

5.5 OPERATION OF 'IHE EMERGENCY NDE CENIER

'Ihe information below is provided as an operational guidaline for the IDF/

ENC Information Coordinator (or other individual designated responsibility for ENC management).

5.5.1 12!C Staffirn 1.

Media interest in an emergercy at CR3 will be a function of the emergency classification, level of sisp,y response, duration of the sim p cy, degree of radiological hazard, etc. 'Ihe Information Services Director m.tst determine the appropriate level of ENC staffing (by FPC personnel) based on media interest.

Office and technical personnel will be provided by the IDF Administrative Manager.

Depending on the scope and duration of the emergency, Federal, State, and local public information organizations may assign representatives to the DC.

5.

FPC and non-FPC portions of the DC staff are depicted in Figure 1.

5.5.2 Access Cbntrol 1.

The two entrances on the east vall nust be secured to prevent unauthorized entry into the EDF frun the DC.

The Northwest entran (through Human Resources lobby) should be used as the snly entry point for media or the public. Administrative access control must be established at this entrance. An Access Control II_vpnok (Figure 2) ard personnel badges are included in the D supplies. A Security guard nust be assigned to this location and instructed to log ard issue a badge to eacti individual who enters.

The Southwest door should normally be emed, however uw11a personnel may be allowed to brire pwer cables for video or audio equipnent thtuxjh this doorway. If this rvmrs, a Security guard nust be posted to prevent unauthorized entry.

5.5.3 Conrunications Systens 1.

The followiry cxxmunications systems are available to FPC representatives in the DC:

5.8 GUTTER.TNES PCR MEDIA IRIEFDGS The infonnation below is provided as a general epialine for the presentation of media briefings.

Begin briefings with a short explanation of what has happened to charge 1.

conditions since the last media briefing. If there has been no change, so state.

Relay information in terms of the interests of the public. Avoid the use of technical jargon, abbreviations, etc.

Avoid the use of the editorial "we", ard of the phrase "No current" in respase to questions. If you do not have an iwiate answer to a question, explain that you will attenpt to obtain the infounation and reply during a later briefirq.

4.

Do not express personal opinions or conjecture.

5.9.2 Media Inouiries/Public Inouiries Repmsentatives of the media may inquire about an emergency at CR-3 via telephone. Inquiries may also be received frm Luhrs of the public living within the EPZ, families of enployees, etc. Information contained in prepared media releases will be provided in resp we to these inquiries.

5.2 ACTIVATICE OF DE INPGMATICN SERVIGS GGNIZATICE 5.2.1 At his discretion, the EOF Director may request activation of the Emergency News Center (in conjunction with the EDF) whenever an Alert emergency classification has been declared.

5.2.2 The Emergency News Center must be activated each time an emergency classification of Site Area or General Emergency is reached.

5.2.3 The. Information Services Director will determine the most appropriate utilization of FPC's information dicemination resources, based on the requirements of the emergency in progress. He may activate all, or selected parts, of the Information Services organization if r===y.

If ongoing operation of the DfC results in a need to post inportant information, obtain oorkboards frun one of the storage areas and use them to display news releases in chronological order, or to post telephone messages, briefing schedules, etc.

Assure that requests for special interviews or photographic assistance, etc., are reviewed for security or safety inpact prior to conplying.

17.

Prepare for the likelihood that media representatives will m pegate at the CR-3 site in favor of accepting information in the DiC.

5.5.7 Deactivation The Emergency News Center will be formally deactivated by the Emergency /

Recoverf Director after the Information Services Director has advised him that tia flow of emergency-related information has subsided, and that the normal Public Information organization can meet the requirements for follow-up news releases.

Include the current date and time, the current classification of the energercy in progress, an explanation of the emergency classification, and the time it was declared in each news release.

Explain the condition of the plant (i.e., operatirg, shut down, etc.,)

and the function of any major systems mentioned in the tact.

3.

Whenever radiaticn rmdings are reported, explain the meaning of the readirgs in tez=s understandable by the public (i.e., equivalent to smokirg one cigarette per day), ard provide a geographical reference (i.e., 2 millirems at the southwest boundary of the site).

4.

Provide a capsulized sunnary of inportant events as part of each news release so that it is not r-myy to refer to previous releases in order to urderstard what has occurred.

5.

Include the statement that further information will be released when it W available, and state the scheduled time of the next media briefirg.

6.

Include the words "THIS IS A DRIIL" at both the beginning and erri of each news release that is issued as part of a drill or annual exercise.

5.9.2 Media Inauiries/Public Inauiries Representatives of the media may inquire about an erwcy at CR-3 via telephone. Inquiries may also be received fr m members of the public living within the EPZ, families of enployees, etc. Information contained in prepared media releases will be provided in response to these inquiries.

'Ihese personnel will use the telephones located in the Corporate Communication areas in tle GOC (Building G), and/or the telephones located in the Nuclear Operations Training Facility.

Personnel will read copies of prepared news releases in response to telephonic inquiries about the emergency.

3.

Any questions frm the general public not addressed within the news releases will be referred to the Curruner Services Coordinator or his designee.

4.

Any questions fr m the media not addressed within the news releases will be referred to an Information Specialist designated by the EOF / ENC Information Coordinator.

5.10 EXEpr'TE AND 'IRMNING As specified in the Radiological Emergency Response Plan, the ENC is acti-vated periodically for training and for emergency preparedness exercises.

a. Notification of the followirg Corporate Emergency Support Organization members whenever an Alert, Site Area Emergency, or General Emergency has been declared:

Employee Information Coordinator, Consumer Services Coordinator, Public Affairs Coordinator, ENC Technical Support Coordinator.

b. Supervision of the CESO positions listed above, includirq provision of instructions v eaning the level of individual response required.
c. Assurance that the Emergency News Center (if applicable) is operational; resolution of technical, logistical, or operational difficulties,
d. Implementation of a briefing schedule designed to provide the public, the media, public officials and local government agencies information at appropriately i

frequent intervals.

e. FPC liaison for coordination of support from EPRI and INFO concernirq emergency ccmunications and information dicte: amination,
f. Review of requests for special interviews, photographic assistance, etc., for the purpose of determining their security or safety inpact.
