McGuire Nuclear Station Reply To A Notice of Violation Violation 50-369, 370/89-12-01 Technical Specification 6.9.1.7 requires that the Radioactive Effluent Release Reports shall include a list of description of unplanned releases from the site to unrestricted areas of radioactive materials in gaseous and liquid effluents made during the reporting period.
Contrary to the above, the 1987 Semi-Annual Effluent Release Report listed two abnormal releases but did not include descriptions of the events.
This is a Severity level V violation.
Response to Violation:
- 1) Admission or Denial of the Violation:
Duke Power admits the violation occurred as stated.
- 2) Reason For The Violation:
The violation occurred as a result of an administrative oversight. The infrequent nature of the report and the variable content requirements of the report (descriptions of releases, inoperable instrumentation, and revisions to related documents, for example, are included on an as-needed basis) contributed to the oversight.
- 3) Corrective Steps Which have Been Taken And The Results Achieved:
The Semi-Annual Effluent Release Reports for the calendar year 1987 have been resubmitted (reference letter, H. B. Tucker to NRC Document Control Desk, June 20, 1989) with the appropriate event descriptions.

- 4) Tha Corrective Steps Which Will Be Taken To Avoid Further Violations:
The Technical Specification Requirements have been reviewed by the responsible individuals, and will be reviewed again prior to the submission of each future report.
- 5) Date When Full Compliance Will Be Achieved Duke achieved full compliance on June 20, 1989, with the issuance of the revised report.
