Enclosure 2 is a proposed letter conveying this information to the licensee. ,

SAN ONOFRE NUCLEAR STATION UNITS 1, 2, AND 3 REVISION 23 TO THE PHYSICAL SECUIRTY PLAN This is in response to your request to revise the San Onofre Physical Security License Conditions and the Physical Security Plan, Section 5.1.1, " Screening," related to the procedures for granting unescorted access to the Protected Area and Vital Areas. The Commission has decided to issue a rule requiring all power reactor licensees to have an access authorization program. The rule will specify the major required attributes of the program. Until the new rule becomes effective, criteria for granting unescorted access to nuclear power plants remain unchanged. We are therefore returning your Amendment Application Nos.163, 76 and 62 to facility Operating Licenses DPR-13, NPF-10 and NPF-15 for San Onofre Nuclear Generating Station, Units 1, 2 and 3.
