Gentlemen:
By~1etter dated February 28, 1988, Carolina Power & Light Company proposed.a revision to the Technical, Specifications for the Brnnswick Steam Electric Plant, Unit Nos. 1 and 2.
This revision would delete Surveillance Requirement 4.8.1.1.1.b which requires that the on-site Class-1E distribution system be demonstrated operable at least once per 18 months during shutdown by manually transferring unit pawer supply from the normal circuit to the alternate circuit.
Based on a March 31, 1989 telephone conference with the Staff, the Company has determined that the February 28, 1988 request should be withdrawn.
These discussions identified that the intent of the surveillance requirement is to verify that power can be shif ted from the unit auxiliary transformer (normal) to the start-up auxiliary transformer (alternate), which the Brunswick Plant currently performs.
Enclosed are revised Technical Specification Bases pages for each unit
_ that incorporate the Staff position.
Also discussed during the telephone conference was the definition of shutdown,'as it applies to Specification 4.8.1.1.1.b.
This definition, I
as agreed upon by Staff and CP&L, was intended to mean at a reduced power level (i e.,
during a normal plant shutdown), not the strict literal interpretation of shutdown (i.e., while at Cold Shutdown).
The intent of the wording requiring shutdown was to prevent performance of this surveillance at normal operating power due to the potential for I
causing a reactor trip, thereby causing possible challenges to safety systems.
