MAY 2, 1989 LICENSE AMENDMENT APPLICATION - AC SOURCES-l OPERATING (TACNO.73413)

By letter dated May 2, 1989, Gulf States Utilities submitted an application for amendment to Facility Operating License NPF-47. The proposed amendment would revise Technical Specification 3.8.1.1, A.C. Sources - Operating. to the May 2, 1989 letter states that the BWR Owners Group -

Technical Specification Committee has endorsed River Bend Station as a lead plant for the concepts addressed by this application for inclusion in the industry Restructured Technical Specifications.

As you know, the BWR Owners Group has submitted new proposed Standard TechnicalSpecifications(STS)forreviewby(TSIP).

the staff as part of the Technical Specification Improvement Program The changes that you requested in your May 2,1989 submittal have been included in the BWR Owners Group proposed new STS and they will be reviewed for acceptability by the staff as part of the TSIP.

The staff believes that a duplicative review of the changes requested in your submittal would not be an effective use of staff resources. Accordingly, the staff does not intend to review your amendment request.

Please contact Walter A. Paulson, NRC Project Manager for River Bend Station if you have any questions regarding the staff's determination with regard to your application.
