Demonstration will include identifying emergency conditions, assessing Emergency Action Level i(EAL) parameters and properly classif; ring a simulated actual or potential emergency in accordance with the Emergency Plan and Procedures.

PREESTABLISHED METHODS WILL.BE USED TO NOTIFY FEDERAL, STATE AND LOCAL GOVERNMENTS AND AGENCIES OF EMERGENCY CIASS AND TO COMMUNICATE PERTINENT INFORMATION WITHIN THE TIME COMMITMENTS SPECIFIED IN THE EMERGENCY PIAN AND PROCEDURES.

Security will activate the autodial callout machine.

The Control Room, TSC and/or the EOF will demonstrate:

' Emergency Plan and Procedures.

The demonstration of staffing / mobilization capabilities-will involve use of the Autodial callout machine and personal pagers.

The selection of the notification method will depend upon the start time /end time, etc. of the exercise.

Some Managers may make additional calls.

6.

To demonstrate the capability to notif'r onsite personnel of conditions during a radiological emergency, the Control Room will make PA Announcements, the OSC will make notifications via radios, and the EOF will make notifications via radios. The Gaitronics system may also be used.

7.

The Control Room, TSC and/or EOF will demonstrate the capability to provide follow-up notifications to offsite emergency response organizations, the NRC, emergency response personnel and onsite personnel during a

radiological emergency and in accordance with the l

Emergency Plan and Procedures as required by the.

scenario.

8.

The Control Room and TSC will demonstrate the capability to transfer communication / notification responsibilities.

The TSC and EOF will demonstrate the capability to accept the transfer of communication / notification responsibilities.

The prompt activation, adequacy of staffing, and set up (as appropriate) of.their respective facilities.

The capability of the facility staff to provide continued emergency response capability by demonstrating an actual shift change for key Emergency Organization staff personnel, with a roster providing a listing of other available personnel.

The roster is provided because many Emergency Organization personnel will be acting as centroller/ evaluators and will not be available in a " player" capacity.

The capability of the facility staff to implement the Emergency Plan as it relates to that facility and their responsibilities.

To demonstrate the ability to perform personnel accountability in accordance with emergency plan and procedures, the following process will be used:

a.

For purposes of this exercise, approximately 300-500 personnel will be identified and badged as having access to the Protected Area.

This group of personnel is intended to simulate a representative sample of the normal working population (Unit 1

workers and Unit 2

4 construction personnel).

In accordance with emergency procedures, the Emergency Coordinator may direct the dismissal of non-essential personnel at any point after declaration of an emergency classification.

b.

The sounding of the plant evacuation signal will commence the 30 minute accountability period.

If required by the scenario when the signal

sounds, the nonessential badged individuals within the protected area (See Paragraph 2.b) not previously dismissed by the Emergency Coordinator will exit the protected area in accordance with procedures.

c.

Security will provide a list of unaccounted for personnel within 30 minutes to the Emergency Coordinator.

Once this is accomplished, the personnel in the parking lot will return to work.

4.

The Control Room, TSC and OSC will all be involved in demonstrating personnel accountability.

5.

Facilities which will demonstrate the ability to formulate appropriate Protective Actions and to implement them for emergency and non-emergency organization personnel, visitors, contractors, construction personnel and others (as appropriate) will be driven by the scenario.

This may include the Control Room, TSC, and EOF.

6.

Facilities which will demonstrate the ability to formulate appropriate Protective Action Recommendations and to communicate them to offsite officials in accordance with the Emergency Plan and Procedures will be driven by the scenario. These may include the Control Room, TSC, and EOF.

Only the OSC will be involved in demonstrating search and rescue capability.

In order to demonstrate the ability to perform search and rescue operations, teams must find the injured person.

For purposes of notification of the offsite agencies, a controller message will be used to provide the Emergency Coordinator with the simulated number of personnel and vehicles subject to being evacuated from the site.

9.

To demonstrate the ability to control access to the site and to the onsite emergency facilities in accordance with the Emergency Plan and Procedures, Security will establish a boundary on the main site road, in the proper location, but they will not impede normal traffic.

Facilities which will demonstrate the ability to determine the need for use of Potassium Iodide (KI) by pertinent emergency responders will be driven by the scenario.

11.

Players issuing KI will be required to fully complete paperwork for KI issue and they will also be required to perform all KI issuance prerequisites.
