August 7, 1989 The Honorable Bob Graham l

United States Senator I Post Office Box 3050 Tallahassee, Florida 32315

Dear Senator Graham:

I am responding to your letter of July 21, 1989, in which you enclosed a letter from your constituent, John M. Deisch. Mr. Deisch inquired about the- condition of a Department of Energy (DOE) nuclear plant located on the west coast of Florida, north of Tampa, and the regulatory standards this plant is required to meet.

There is a DOE facility in the Clearwater, Florida area that could be the plant l

' Mr. Deisch refers to. We do not have much information on DOE facilities since, as ycu know, the NRC is responsible for regulating comercial nuclear power plants, research reactors, power plant fuel fabrication facilities, and radio-active waste disposal facilities, but not DOE facilities.

The NRC regulates one licensed commercial nuclear power plant on the west coast of Florida, specifically Crystal River Unit 3, near the town of Crystal River in Citrus County, Florida. On the basis of our continuing review and evaluation of this plant, we have found operations at this facility to be in acceptable conformance with applicable regulations and standards. Our last Systematic Assessment of Licensee Performance, published on May 26, 1989, confirms this conclusion. This and other documents pertaining to operation of this facility are available for public examination at the Local Public Document Room, located at the Crystal River Public Library, 668 N.W. First Avenue, Crystal River, Florida 32629.

I hope that this letter addresses Mr. Deisch's concerns. Additional information about Departnent of Energy facilities on the west coast of Florida may be obtained directly from the DOE.

Sincerely, Original syned Bya James M. Taylor.
