Milhollin of the University of Wisconsin Law School.

His conclusion is that, if the United States seriously intends

to require that the Tarapur spent fuel be safeguarded in perpetuity, the best legal course would be to now seek assurances from India that spent fuel will, in fact, be safeguarded after 1993.

The report is temporarily classified " Confidential, Restricted Data", pending completion of a classification review.

The addendum is classified at the " Secret, Restricted Data" level; its ultimate level of classifici. tion is being determined.
