Dear Mr. Keller:

The Arms Control and Disarmament Agency (ACDA) forwarded the five documents identified on'the enclosed appendix to NRC for review and direct response to you. These documents are subject to your Freedom of Information Act (FOIA) request dated February 3,1988, to the ACDA.

The NRC staff has reviewed the documents and has determined that portions of document one and the entire documents listed at numbers two and three on the enclosed appendix can be made publicly available. The releasable portions of document one and documents two and three are enclosed and are being placed in the NRC Public Document Room (PDIO , 2120 L Street, NW, Washington, DC.

Document four listed on the enclosed appendix was previously addressed in a request designated as F01A-88-548 submitted to the Department of State by Andrew Burrows of the Natural Resources Defense Council. The releasable portions of this document are enclosed and are maintained in the PDR in file

' folder F01A-88-548 under the name of Burrows.

Document five listed on the enclosed appendix is being re-referred to ACDA for additional review and response to you.

The withheld portion of document one consists of the home address of an individual. This information is being withheld the F0IA R U.S.C. 552(b)(6)) and 10 CFR (6) of 9.17(a) pursuant to Exemptio the Commission's regulations.

Pursuant to 10 CFR 9.25(b) of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure and that its production or disclosure is contrary to the public interest. The person responsible for this denial are the undersigned and Mr. Harold Denton, Director, Office of Governmental and Public Affairs.
