.cc: LORNA PIERCY subject: Drug Allegation Followup I contacted Dennis Schaefer on 9/10/86 to follow up on the drug allegation he had forwarded to Pete Eller on the 5,th.

The allegation calls the SONGS drug program largely ineffective and the alleger claims to have knowledge of cocaine and amphetamine use but mention ~s no names.

I Mr. Schaefer recounted the facts (essentially the same an Pete had recorded in his letter on this subject) and saidlhe believed the allegation lacked any sufficient basis for taking any action he could see.

I agreed but indicated that we want to be as responsive as we can to the possibility of improving our drug program.

Schuster on May oth, which I believe wor; ked out well.I repeated an offer we had nade to D I suggested that the alleger, who desired that his name not be revealed to site management, be rc-contacted by the NRC and offered the! option of contact.ing SCE Corporate security at (818) 302-1280 and arranging to meet privately to discuss the details of "rampent drug use within Health Physics, piperitters and Maintenance, up to middle management", with the promise of preserving confidentiality but allowing a trained interrogator to acuess whether there was any basis for us to take any further investigatory action beyond our normal investigative and behavioral observation activitics.

I He thought this was a good solution to an otherwise difficult allegation to respond to and said he would ensure that this offer was made to the alleger.

He also asked about a " hot line" for concerns on site.

I reviewed our Nuclear Safety Concerns program and told him about the drop boxes which we have placed around the site and periodic' ally advertise.

He said he wanted to remind the alleger about this program.

Unless I hear anything further on this alllegation, closed.
