Notice of Deviation

Based on the results of an WRC inspection conducted on June 5-9,

1989, a deviation from a commitment to the NRC was identified.

The

deviation consisted of failure to complete and implement the

Preventive Maintenance Program (PMP).

In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement

Actions," 10 CFR Part 2, Appendix C (1988), the deviation is listed

below:

In a letter dated November 30, 1987, in response to Violation

313/8730-01; 368/8730-01, concerning an inadequate PMP for

safety-related components, the licensee committed to complete

and implement a new PMP by October 1988.

Contrary to the above, as of June 9,1989, the new PMP has not

been completed and implemented.

AP&L does admit that the Preventive Maintenance Program (PMP)

was not completed and implemented by October 1988.

The completion of the project was delayed due to the following:

1.

Scope addition

- Vibration analysis

- Oil analysis

- Setpoint development

- Equipment configuration verifications

2.

Revisions to procedures after issuance required additional

resources.

The responsibility for execution of the program was transferred

from one group to another, and due to an oversight, AP&L failed

to notify NRC of our projected schedule overrun.

It is expected

l

that procedures will be revised or added based on addition of

equipment, maintenance history, and industry experience.

This

^should be part of normal naaintenance of the program and not part

of the development.

The results identified three additional

commitments related to NRC inspection. reports which were not-

completed by.the expected'due date. These were' discussed

between Mrc Dwight Chamberlain of NRC Region IV' and Mr. Charles

Turk,: Acting Licensing Manager on July 17, 1989, and in followup

correspondence (SCAN 078917).

(3) The corrective steps that will be taken to avoid further

deviations:

The current method of tracking NRC commitments is being evaluated.

LIf an improved method is deemed necessary, actions will be

directed.toward implementing the changes.

The Preventive ~

Maintenance Program progress will be closely tracked and if

delays result, notification to the NRC will be provided.

~

(4) The date when- full compliance will be achieved:

By.0ctober 31, 1990, the preventive maintenance procedure for

the current scope of safety-related and other selected components.

will.he completed. . Implementation.of specific-preventive

maintenance procedures will be governed by the schedule

established as part of the. program. ..This date is based on

continuing with the current level of progress.

The evaluation

of the method for tracking NRC commitments will be completed by

October 15, 1989. This date will allow for identification of

the various management reports to be issued from the tracking-

system data.
