q Inspection Report.50-346/88034) j Gentlemen:

A special safety inspection was performed by Mr. J. F. Schapker, an NRC l inspector, between October 3 and 5,1988 to investigate an allegation of improper vork practices involving duct work in the Boric Acid Tank Room at Davis-Besse. The inspector's review of Toledo Edison documentation for y Heating and Ventilating and Air Conditioning (HVAC) equipment in the Boric At.id Tank Roon concluded that although the fire dampers assemblies are ]h safety-relate:1, the attaching HVAC duct work was nonsafety-related. Although the NRC inspector performed a visual inspection and observed no obvious defects, the inspection was limited due to the accessibility of the duct work in the Boric Acid Tank Room.

During the NRC Inspectors exit, and as documented in Inspection Report j 50-346/88-034, the NRC recommended the licensee review the accuracy of the  !

concern and if substantiated, verify that like activities did not occur on i safety-related ducts during work performed by the contracting firm involved.

An inspection of the HVAC ducting installed in the Boric Acid Tank Room was

performed on October 16, 1988. A visual inspection of approximately 90 percent of all sides of the ductwork and a " hands on" inspection of 50 percent of the ductwork found no open ducts, or areas that look like they had been repaired. In addition, no unusual air flow was detected. Therefore, no conditions were found that warranted further investigation. Thus, Toledo 4'- Edison's review and investigation concludes the subject allegation was not substantiated.
