WH - During the week of JulyL3,1989,~ NRC adininistered requalification written, walk-through, and simulator examinations to 12 TU Electric employees currently.

' licensed to operate your CPSES Unit 1 facility. At.the conclusion of the examinations,;the results of the examinations and audit were discussed with t

a the facility staff.~ All crews were evaluated to be satisfactory. All operators

passed all phases of the' examination;and have been sent individual notification fof this' fact.. Overall performance during the audit met the requirements of s

. Measures and written examination items. Your data bank contained items which we.believe would have placed'an' unfair-burden on examinees because of their

. construction if these items had been used. We recommend that you conduct an

Crew performance in' the simulator, while judged to be satisfactory, revealed significant weaknesses in cowand and communications. Communications among crew members were frequently m sn ended because the recipient of a message i.or order did not confirm or acknowledge receipt to the sender. Also, during
