EE-FP-0015 Rev. B EVALUATION OF CABLE / EQUIPMENT SEPARATION FOR BEARING WATER PUMPS P-2101-S, P-2102 (TRAIN B), P-2102-S (TRAIN B) AND P-2107 (TRAIN B) FOR APPENDIX R REQUIREMENT 3.

I i

1.0 PURPOSE

The purpose of this Engineering Evaluation is to determine the feasibility of adding Bearing Water Pump, P-2101-S to the Appendix R Fire Protection Shutdown model for Train A.

This will be done by showing that both power and control cables and equipment for each trafn maintains proper separation as required per 10 CFR 50, Appendix R,

section III.G.

or an equivalent degree of protection exists.

2.0

SUMMARY

The findings of this Engineering Evaluation are that Bearing Water Pump P-2101-S has sufficient equipment separation but not cable separation as required per Appendix R.

With the following compensatory. measures taking place, Bearing Water Pump P-2101-S can be added to the Fire Protection Shutdown Train A

modol: a continuous fire watch must be established between walls J

and K

and columns 4 and 5 of the Reactor Building level 1

(below elevation 4759'-0").

In addition the following fire detectors shall be operable or a

fire watch established per the compensatory measures of FPOR-12:

1) XD-45350
2) XD-45331
3) XD-45353 The following hose stations approximately located at:

1)

Rows K & J and columns 2 & 3 Reactor building level 1;

equipment no. RH1-K3.

2)

Rows K & J and columns 4 & 5 Reactor building level 1;

equipment no. RH1-J5.

shall be operable or appropriate compensatory measures of FPOR-9 shall be established.

I The following fire extinguishers located on Reactor building i

level 1:

R1-J3-1 2)

RI-K2-1 3)

R1-J4-1 shall be operable or appropriate compensatory measures of FPOR-7 shall be established.

The automatic wet pipe sprinkler systems over the system 91 pumps shall be operable or appropriate compensatory measures of FPOR-5 shall be established.

This will provide an equivalent degree of protection as required per Appendix R. Noting that a continuous fire watch is defined as l

an individual present in the area at all times, not a roving 20 1

3.0 SCOPE

The following equipment [P-2101-S, P-2102 (Train B),

P-2102-S (Train B), and P-2107 (Train B)]

and their associated power and control cables are being reviewed for proper separation as required per Appendix R.

The reason Bearing Water Pump P-2101-S is being looked at, is that if the scenario should come about that either Bearing Water Pump P-2101 (Train A) or P-2106 (Train A) should become inoperable pump P-2101-S would be available for Appendix R Fire Protection Shutdown Train A model.

The guidelines for separation criteria were set forth in 10 CFR 50, Appendix R, section III.G. and as modified in PSC letter of August 17, 1904 to the NRC iP-84281).

A minimum horizontal distance of 20 feet must be maintained for cables / equipment of redundant divisions.

Reference Fire Protection Program Plan (FPPP) section FP.S.4.2 for further explanation of minimum required distance.

4.0 PROCEDURE

First the plant component list was looked at for each pump (see attachment A) to determine the schematic that each pump was shown on.

The plant component list also shows the power cable associated for each pump.

The power cables for Bearing Water Pumps P-2101-S, P-2102, P-2102-S and P-2107 are cables

3340, 3540, 3400 and 3600 respectively.

Then schematics were looked at for each pump (see attachment B) to determine the control cables associated with each pump.

From the schematics it was determined that level switch LSL-2137, schematic E-1203, p.55 and p.470 (cable 7194) controls pump P-2101-S.

Also, level switch LSL-2138, schematic E-1203, p.56, p.57, p.90, and p.471 (cable 25429) controls pumps P-2102, P-2102-S and P-2107.

After determining the power and control cables associated with each pump, the cable tab (I-9301-700) was then reviewed to show the cable routing for each cable (see attachment ").

Drawings E-87 rev. AE and E-88 rev. P (see attachment D) were then marked up showing the routing of each cable and to verify if the cables are separated sufficiently for Appendix R criteria.

5.0 EVALUATION

From reviewing the marked drawings E-87 rev. AE and E-88 rev.

P (see attachment D) their is not sufficient cable separation in the Reactor Building level 1

(below elevation 4759'-0")

between walls J and K and columns a and 5.

This is where cable 3340 (P-2101-S) crosses the path of cables

3400, 3540, 3600 and 25429 all are part of the Train B model (

Bearing Water Pumps).

To resolve this problem and be able to add Bearing Water Pump P-2101-S to the Train A Appendix R model, a continuous fire watch must be established between the aforementioned rows and walls, with operable area fire detection and suppression or adequate compensatory measures instituted per the appropriate 2

-l FPOR. Pumps P-2101 and P-2106 should be the first choice of pumps since they.already have proper equipment / cable separation as required per Appendix R.

By. taking this compensatory action with either Train A

Bearing-Water. Pumps (P-2101 or P-2106) inoperable, an equivalent degree of protection as required per Appendix R would be provided since the fire watch, with operabl,e area fire detection and suppression or adequate compensatory measures instituted per the appropriate FPOR, would be able to immediately-detect and suppress a fire and prevent rendering both trains inoperable.

Note that a continuous fire watch is defined as an individual present in the area at all times, not a roving 20 minute fire watch.

6.0-CONCLUSION:

This Engineering Evaluation has shown that even though proper cable separation does not exist per Appendix R

requirements.between Bearing Water Pumps P-2101-S and P-2102 (Train B), P-2102-S (Train B) and P-2107 (Train B), an equivalent degree of protection can be obtained, to justify the addition of Bearing Water Pump P-2101-S to the Fire Protection Shutdown Train A model.

This would be accomplished by. posting a continuous fire watch in the Reactor Building level 1 (below elevation 4759'-0")

between columns 4 and 5 and walls J and K, along with operable area fire detection and suppression or adequato compensatory measures instituted per the appropriate

FPOR, to obtain an equivalent degree of protection as required per Appendix R.
