Gentlemen:

Per (,ur commitment made in Reference (1), this letter submits a copy of Engineering Evaluation EE-FP-0015B and its 10 CFR 50.59 Safety Evaluation for your review and approval. This eveluation involves using a bearing water pump not previously qualified for use in Fire Protection Shutdown /Cooldown Train A per Fire Protection Operability Requirement FPOR-16.

Train A includes the use of Bearing Water Pumps P-2101 and P-2106 to supply bearing water to the operating circulator when this train is used for fire protection shutdown /cooldown.

These pumps were qualified as reliable for this use, in part, based on meeting equipment and electrical separation / segregation criteria defined in Appendix R of 10 CFR 50, as applicable per the Fort St. Vrain Fire Protection Program Plan (FPPP), which was approved by the NRC in Reference (2).

P-89231 June 15, 1989 EE-FP-0015B evaluates using P-2101-S in combination with P-2101 or P-2106 when the need arises.

It was determined that P-2101-S meets proper equipment separation.

However, adequate electrical cable separation from Train B components does not exist.

EE.FP-0015B and its Safety Evaluation conclude that P-2101-S ma)- be used in combination with P-2101 or P-2106, with certain compensatory

measures, to meet Train A requirements per FPOR-16.

Please see the attached evaluations for more information.

Should you have any questions or comments concerning this issue, please contact Mr. M. H. Holmes at (303) 480-6960.

Very truly yours, 42.. & !ll A. Clegg Crawford Vice President Nuclear Operations ACC/GMK/km Attachment cc: Regional Administrator, Region IV ATTN: Mr. T. F. Westerman, Chief Projects Section B Mr. Robert Farrell Senior Resident Inspector Fort St. Vrain
