Gentlemen:
This refers to the routine safety inspection conducted by Messrs. R. Hasse
and T. Vandel and Ms. A. M. Bongiovanni of.this office on January 9 through
February 9, 1989, of plant modifications and engineering assurance at
Davis-Besse Nuclear Power Station authorized by NRC Operating License
No. NPF-3 and to the discussion of our findings with Mr. P. Hildebrandt and
others of your staff at the conclusion of the onsite inspection on January 13,
1989, and further discussions with members of your staff on January 27 and
February 9, 1989.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
No violations of NRC requirements were identified during the course of this
inspection; however, we request that you carefully review our concerns with
the adequacy of your evaluations conducted pursuant to 10 CFR Part 50,
Section 50.59 described in Paragraph 2.a of the attached inspection report.
While the safety evaluations performed for the modifications reviewed were
thorough and well documented, the evaluation with respect to all of the
10 CFR 50.59 criteria may not always be as rigorous as it should.
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy
of this letter and the enclosed inspection report will be placed in the
NRC Public Document Room.
