Gentlemen:

In response to a discussion between M. Fields of your staff and R. L. Ashley of TV Electric, enclosed herewith is a revised copy of the CPSES Process Control Program (PCP) for processing of radioactive wastes that are to be shipped to licensed land disposal facilities.

This document incorporates the comments on the referenced submittal provided by your staff (C. Nichols and M. Tokar) by telephone on March 16 and 20,1989.

This revision of the PCP includes the requirements of the Standard Technical Specifications that. govern " Solid Radioactive Wastes" (Item 3/4.11.3) and

" Major Changes to Liquid, Gaseous and Solid Radwaste Treatment Systems" (Item 6.15), which have been relocated from the draft CPSES Technical Specifications (see Section 2.0, of the PCP).

Further, this revision of the PCP specifically states, in Section 3.1.1, that,

" Wet radioactive waste generated at CPSES shall be processed into a form for disposal at a licensed facility by dewatering."

It should be pointed out that at some time in the future, as appropriate, TV Electric may revise this PCP to provide for solidification of wet radioactive waste.

Such revision would be developed in accordance with CPSES Technical Specifications and applicable federal and state requirements.
