Gentlemen:
This refers to the inspection conducted by Messrs R. A. Caldwell and A. B.
Earnest of this office during the period January 9-13, 1989, of activities
authorized by NRC Operating License DPR-34 for Fort St. Vrain Nuclear
Generating Station, and-to the discussion of our findings with Mr. R. Novachek
and other members of your staff at.the conclusion of the inspection.
The inspection reviewed certain areas of your physical security program.
Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
observations by the NRC inspectors. -The areas inspected and the inspection
findings ~are documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation of'NRC requirements. These violations are discussed in the Notice of-
Violation enclosed with this letter. The NRC inspectors reviewed your-
corrective actions related to these violations which included.immediate
. corrective steps and corrective steps which will be taken to avoid future
violations. We consider these corrective actions to be adequate and no
response to the Notice of Violation is required.
It is our opinion that had
your staff taken prompt action on the intent of Information Notice 86-33,
Violation 267/8901-02 could have been discovered much earlier.
We have also examined actions you have taken with regard to previously
identified inspection findings.
The status of these items is identified in
paragraph 2 of the enclosed report.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the
material, with the exception of the report cover i.m which is an inspection
summary, will ng be placed in the Public Document Room.
