VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 ESF SLAVE RELAY TESTING On June 9,1989, a request for discretionary enforcement was submitted regarding Technical Specification requirements for North Anna Units 1 and 2 testing of Engineered Safety Features (ESF) slave relays. This request was granted by NRC and documented in a letter dated June 21, 1989. The discretion provided a 60-day delay period beginning June 11, 1989, for the performance of on-line testing of the Unit 2 ESF slave relays as required by TS 3/4.3.2.1. The discretion also provided for a delay of 90 days after entering Mode 4 for the performance of on-line testing of the Unit 1 ESF slave relays.

During the delay period, we committed to either test the slave relays or provide adequate basis to NRC for not testing.

On July 12,1989, a letter forwarding our plan for conducting testh'q of certain ESF slave relays by August 11,1989, on Unit 2, and justification for et testing the remaining relays was submitted. The letter also proposed a license amendment to revise the Unit 1 and Unit 2 Technical Specifications to require only testing ESF slave relays meeting certain criteria during power operation, and revise the test frequency from monthly to quarterly. Finally, the letter requested a second enforcement discretion to permit us to administratively impose the revised Technical Specifications prior to receiving formal NRC approval.

The testing for Unit 2 was conducted on August 6,1989. The testing for Unit 1 is scheduled to be conducted prior to November 5,1989.

intent to continue with testing, in accordance with Technical Specification l

3/4.3.2.1, of those ESF slave relays determined to be testable during power operation until the proposed license amendment is issued. In the event the license amendment is not issued prior to September 11, 1989, we would request the NRC to act on the second discretionary enforcement request and again defer the testing requirement in Technical Specification 3/4.3.2.1 for those ESF slave relays which we have determined not to be testable during power operation.
