NPF-4 Gentlemen:

= VIRGINIA ELECTRIC AND-POWER COMPANY NORTH ANNA POWER STATION UNIT 1 REFPDEE TO NRC BULLETIN NO. 88-03 The subject bulletin requested licensees to perform inspections of their facilities to ensure GE latch %g-type HFA relays installed in Class 1E (safety-related) applications have adequate latch engagement. Relays that failed to meet the specified acceptance criteria provided in the bulletin were required to be repaired or replaced.

No GE HFA latching-type relays were identified as installed or spares for safety-related applications. There were, however, seven GE HFA latching-type relays identified as installed in nonsafety-related circuits. These included six GE Century Series Type HFA 154 relays and one GE non-Century Series Type HFA 54 relay.

In addition, seven GE Century Series Type HFA 154 relays were identified as warehouse stock inventory at North Anna.

These relays were inspected in accordance with GE SAL 190.1 during the 1989 refueling outage for North Anna Unit 1.

One of the Unit 1 installed GE

~ Century Series Type HFA 154 relays failed the GE SAL 190.1 inspection and was replaced.

In addition, one relay passed the GE SAL 190.1 inspection but was replaced due to a reset coil failure.

These relays were replaced from stock with relays which were successfully tested prior to installation.

The above information is true and accurate to the best of my knowledge.
