By ' letters dated October 27, 1988, January 4, 1989 and January 25, 1989, .Duquesne Light Company (DLC) provided information in.

We have also discussed the subject -request with our NRC Project Manager and members of the NRC staff at.various times. During these discussions, it has been; proposed that an interim approval of our request for a period of one fuel cycle'could be granted if satisfactory resolution of.the remaining technical issues was>obtained. Interim approval would allow DLC to remove snubbers during the~ BV-2 first, refueling outage, while also giving the NRC more time to complete"the final review. . of our request. The purpose of this letter is to. forward commitments and information which will allow the NRC to. grant interim approval of our request for a period of one fuel cycle.

On February 16, 1989, Mr. K. D. Grada of DLC and Mr. C. Y. Liang of the NRC staff discussed plant operations during heatup and cooldown and the various effects on pressurizer surge line displacement. Based on this discussion, we are providing an operational commitment setforth in Attachment 1 to limit the delta Temperature (T) between the hot leg and pressurizer to 5 200*F during the formation of a pressurizer bubble or during the collapse of a pressurizer bubble. This commitment will be procedurally implemented prior to cooldown for the first refueling.

Beaver Valley Power Station, Unit No. 2 Docket No. 50-412, License No. NPF-73 Page 2 Attachment 3 provides the results of a WUIPJET confirmation study which was performed to document the acceptability of Leak-Before Break (LBB) under the WHIPJET Program with surge line stratification loads incorporated. Under all cases reviewed, the margins of ten (10) on leak rate and the factor of two (2) on flaw size per NUREG 1061 Volume 3 criteria were met.

Attachment 4 provides additional information on the BV-2 Residual Heat Lemoval (RHR) suction line motor operated isolation valve. Included are detailed drawings of the valves internals and a description of the flow path which exists from the 1/8 inch diameter hole in the upstream valve disk to the valve stem leak off line. In addition, DLC intends to install temporary temperature monitoring instrumentation on the BV-2 RHR suction line during the first refueling outage. We will monitor this line for thermal cycling in the same manner as our program to address ,

NRC Bulletin 88-08 which was described in our letter dated '

November 28, 1988.

3. Westinghouse authorization letter, CAW-89-034, Proprietary Information Notice, and accompanying Affidavit.

As item 1 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from  !

public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b) (4) of Section 2.790 of the Commission's regulations.

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10CFR Section 2.790 of the Commission's regulations.

The supplements to the WCAPs provide the results of analyses which were rerun for a temperature differential of 315 degrees Fahrenheit during cooldown. Acceptable results are demonstrated for BV-2 for these load cases.

We believe that the attached information and commitments provided, establish an acceptable bases for the NRC to grant interim approval of our request for a period of one fuel cycle.

However,. in addition to interim approval, we also- request expeditious NRC review of our submittals so that final approval of our request can be granted in the near future.

As previously arranged with our NRC Project Manager, members of my staff will meet with NRC staff members on February 28, 1989 to discuss the information provided in this submittal.
