Dear Mr. Stello:

In response to your letter of April 27th,1989, Florida Power Corporation has no restrictions in its labor agreement, company policies / procedures, contractor agreements or employee-employer settlement agreements that restrict in any way an employee's right to contact the NRC about any issues, including safety issues.

Florida Power's management fully practices the requirements as set forth in your letter of April 27th.

With regard to the contractors and subcontractors we do business with, we are unaware of any restriction on the employees' ability to contact the NRC.

To our knowledge, all of our contractors also fully subscribe to the requirements of your letter.

Should we become aware of any restrictions, we would seek to have them removed; or we would not engage such contractor or subcontractor.

I believe this fully responds to your letter and the concerns expressed therein.
