TO OPERATING LICENSE l
Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory Commission, Duquesne Light Company hereby requests that the Technical Specifications set forth in Appendix A of the license.
be amended to support removal of the existing Reactor Coolant System hot leg and cold leg Resistance Temperature Detector (RTD) bypass system and replace it with fast response thermowell mounted RTD's installed in the reactor coolant loop piping.

The proposed technical specification changes are set forth in Attachments A
to this Application.
A safety evaluation is set forth I
in Attachment B.
A No Significant Hazard Evaluation is set forth in Attachment C.
Based on the guidance provided by the Commission, the proposed changen have been determined to involve no significant hazards consideration in accordance with 10 CFR 50.92.
I WHEREFORE, Applicant respectfully requests that Appendix A to the Operating License be amended in the form attached hereto as Attachment A.
