,TResults on. Samples'for 10CFR61 Qualification," dated February,25, 1988. We
,ihave theLfollowing concerns'regaMing the submittal.,
A The information. contained lin the document accompanying the Topical' Report entitled, " Compression Tests Performed,for the Consejo De'Seguridad Nucleare,"
is' primarily in'Spanish,.and therefore presents a problem inL the retiew.; It
'would be preferable for the information to be submitted'in English..
- Additionally, Lthe full-scale test results.that'are included:in this document
' appear to have.been conducted on; solidified. samples of waste streams that are different thar. the waste: streams tested intthe lab. The. full-scale-tests.
.should.be conducted on' solidified samples of the.ssme wastefstreams.that'the lab: tests were performed on so tha correlations of the test results< can bei f
e.made.
s The Topical Repoft?does not.contain information'on waste characterization that explains why the' waste streams tested are being qualified.
Even though they sappearito be: typical-reactor waste streams that often need stabilization,: the P
! origins;of these waste streams should be explained in the Topical Report.
2Also, we:are concerned that exact concentrations of waste streams'are being D lab. qualified rather than ranges of concentrations.
In actual waste stabilization situations, concentrations of. constituents'in' waste streams will 4
vary, so it is1best to lab qualify recipes that will successfully stabilize ranges of waste stream concentrations.-
e The Topical Report does not contain any information on the Process Control LPrograms that wil1 be employed for actual field stabilization of wastes using
- the recipes tested in the lab. This information is necessary to evaluate
~whether the lab' qualification testing procedures provide lab samples that are representative of actual field solidification.
As you' are aware after attendino' the recent Workshop on Cement Solidification of-Low-Level Radioactive Wastes, NRC has a number of concerns with cement -
. solidification of.LLW. The attached letter was sent to cenent solidification vendors in late 1987.
It asks' them to supply information about their laboratory tests that is in. addition to the information that was in their
-original submittals. These vendors have been supplying this information. We noted that some o# this information is not in your Topical Report submittal, and it ".111 have'to be addressed.

,, fiAYES/ LETTER / DAW Lastly, you nay not be aware that there has been a recent change in the fee-recovery system.for Topical Report reviews by the NRC.
We have attached information that will explain this new system to you.
This new fee system may have an impact on the final fee that is charged to you for NRC's review of the Topical Report.
We recognize that you may not have been aware of some of the issues with cement solidification of LLW and the data needs of the NRC expressed in the enclosed letter.
In light of this, and the other problems and concerns we have expressed as a result of our acceptance review of your Topical Report, we suggest that you consider resubmitting your Topical Report. We also suggest 4
that we meet and discuss the concerns that have arisen as a result of our acceptence review of your Topical submittal before we proceed with any review.
