l The Virgil C. Summer Nuclear Station (VCSNS) operated at approximately 100% power
- until July 11, 1989 at 1435 hours0.0166 days <br />0.399 hours <br />0.00237 weeks <br />5.460175e-4 months <br /> when a reactor trip was initiated as a result of an I&C technician shorting a circuit in the generator stator water cooling system panel. This short should have resulted in a unit runback to 25% power, but the relay which initiates the runback was defective and the unit remained at 100%
power. The generator protection circuit caused a generator / turbine trip and a subsequent reactor trip. The defective turbine runback relay was replaced.
In addition to VCSNS, three other SCE&G generating facilities tripped. As a result of the loss of four generating stations, the off-site voltage to the ESF busses decreased below the minimum acceptable value, and a Notification of Unusual Event (NUE);wasdeclaredat1510 hours. As a result of the degraded voltage condition, both trains of ESF busses separated from offsite power and automatically sequenced
'j onto their respective diesel generator. Voltage on the ESF circuits was returned to an acceptable level at approximately 1645 hours0.019 days <br />0.457 hours <br />0.00272 weeks <br />6.259225e-4 months <br />. The NUE was terminated at approximately 1710 hours0.0198 days <br />0.475 hours <br />0.00283 weeks <br />6.50655e-4 months <br />. There were no personnel injuries or releases of radioactive materials as a result of this event, i
On July 12. at 0555 hours0.00642 days <br />0.154 hours <br />9.176587e-4 weeks <br />2.111775e-4 months <br />, the reactor was taken critical. On July 13, at 0537 hours0.00622 days <br />0.149 hours <br />8.878968e-4 weeks <br />2.043285e-4 months <br />, the generator was placed on line.
The plant operated at approximately 100% power through the rest of July.
