SUBJECT:

Transmittal of Changes to the Emergency Plan Implementing Procedures Pursuant to 10 CFR 50.54(q), six (6) copies, five (5) of which are controlled, of changes to the Fort Calhoun Station Emergency Plan I:aplementing Procedures are being provided to the Comminion. One (1) copy-(copy number 165) is provided for the Document ontrol Desk. Three (3) copies (copy numbers 154, C

155 and 156) have been provided to the Regional Office in Arlington, Texas.

One copy (copy number 56) has also been provided to the NRC Senior Resident Inspector at Fort Calhoun Station. The uncontrolled copy with the privacy information excluded is forwarded for the Public Document Room. A transmittal sheet is provided for each copy to confirm receipt of the serialized document.

It is requested that these sheets be completed and returned within five (5) days of receipt.

This submittal also contains Revision 20 of Procedure EPIP-0CS-2 issued on June 24, 1989 and inadvertently omitted from our submittal of Reference 1.

In order to ensure this problem does not occur in the future, an intensified verification method for review of revised procedures has been generated. This process is as follows:

1.

When a group of procedure changes is generated, a composite list of those procedures affected is created from the word processor.

2.

This list is then used by Emergency Planning personnel as a check to verify that the procedures that are supposed to be in the transmittal package to the NRC are in fact present.

A second check is conducted I

in Emergency Planning using the same listing.

When the revision package is-sent to Licensing for transmittal to the NRC' the list is in,:luded and this' allows Licensing to verify that all revisions are present.

This-process. allows for three independent checks on transmittal packages and should negate any problems in this area in the future.
