This refers to the Systematic Assessment of Licensee Performance (SALP) of the
L4merick Generating Station Unit 2 for the period of August 1987 to December
1988, initially forwarded to you by our March 15, 1989 letter (Enclosure 1).
This SALP evaluation was discussed with you and your staff at a meeting held
on March 30, 1989 (see Enclosure 2 for attendees). We have determined that no
changes are necessary to the SALP report which is being transmitted as the
final report (Enclosure 3).
Our overall assessment was that you and your staff have continued to maintain
very good controls over the construction activities and have effectively
addressed weaknesses identified in the previous SALP report.
In addition,
your efforts to prepare for startup including verification of construction and
design activities, and preoperational testing have been comprehensive and well
managed.
We appreciate your cooperation.

On February 22, 1989 the NRC Region I SALP Board reviewed and evaluated the
performance of activities associated with the Limerick Generating Station Unit 2
for.the period from August 1987 to December 198o
This assessment is
documented in the enclosed SALP Board Report. We will contact you to schedule
a meeting,to discuss the SALP evaluation.
This assessme'nt has covered the completion of final construction activities
and the transition to the conduct of preoperational testing. We envision that
'
this will be the last SALP that will address Unit 2 separately from Unit 1.
At the SALP management meeting, please be prepared to discuss your evaluation
of our assessment. Additionally, we solicit your written comments within 30
days after the meeting.
We appreciate your cooperation. Should you have any questions concerning the
SALP report, we would be pleased to discuss them with you.
