Quad Cities Station Units 1 and 2 Application for Amendment to Facility Operating Licenses DPR-29 and DPR-30 Appendix A, Technical Specifications NPC Docket Nos. 50-254 and 50-265-Dr-. Murley:

Pursuant to 10 CFR 50.90, Commonwealth Edison proposes to amend Appendix A, Technical Specifications to Facility Operating License DPR-29 and DPR-30 for Quad Cities Nuclear Power Station.

The proposed Technical Specifi-

- cation reduces the number of temperature switches which initiate a system isolation for the High Pressure Coolant Injection (HPCI) and Reactor Core.

Isolation Cooling (RCIC) systems in the event of system area high temperature.

- In addition, the trip level setting is reduced to maintain system response time and limit radiation releases in the event of a system steam line break.

The HPCI and RCIC systems are being modified due to number of spurious system

. 1 solation caused by minor-steam leaks at the turbine bearings.

The modifica -

tion should eliminate such' spurious actuation yet provide the safety feature of systere isolation in the event of steamline break.

These proposed changes are listed in-Attachment 1 and further described in Attachments 2 and 3.

The schedule for performing the modifications is as follows:

Unit 1:

The modification for HPCI.and RCIC will be performed during the 1989 Refuel Outage currently scheduled to begin September 11, 1989.

Unit 2:

The HPCI system modification will be performed during an outage of sufficient duration to accomplish the work (provided acceptance of the Technical Specification changes) or the 1990 Refuel Outage scheduled for February 5, 1990.

The RCIC system modification will be performed during the 1990 Refuel Outage.
