This refers to the inspection conducted by Mr. W. M. McNeill of this office

during the period August 22-26 and September 19-23, 1988, of activities

authorized by NRC Operating License NPF-38 for the Waterford Steam Electric

Station, Unit 3, and to the discussions of our findings with Mr. R. P. Barkhurst

and other members of your staff at the conclusion of the site inspection, and

with Mr. N. S. Carns and other members of your staff following completion of

additional reviews in the Region IV office.

The area examined during the inspection dealt with potential enforcement

findings which were identified by the Vendor Inspection Branch in NRC

Inspection Report 50-382/87-19. Within this area, the inspection consisted of

selective examination of procedures and representative records, interviews with

personnel, and observations by the NRC inspector.

The inspection findings are

documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

these violations, in writing, in accordance with the provisions of

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of

Federal Regulations. Your response should be based on the specifics contained

in the Notice of Violation enclosed with this letter.

In your response,

reference may be made, as appropriate, to your previous correspondence

concerning NRC Inspection Report 50-382/87-19.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
