Simulation Facility

Dear Sir:

The U.S. Nuclear Regulatory Commission (NRC) revised 10CFR, part 55, (Reference (b)), to require utilities to have operating tests conducted on a Commission approved simulation facility, or a simulation facility consisting solely of a plant referenced simulator. We have chosen the option of the Commission approved simulation facility; therefore, in accordance with Section 55.45(b)(2)(1) of the rule, we are submitting herewith a plan by which the l

simulation facility will te developed and by which an application will be l

submitted for its use by November 1990.

During the past year. Yankee Atomic Electric Company (YAEC) and three t

other utilities develeped a document entitled "Guidance for the Development of a Simulation tacility to Heet the Requirtaents of 10CFR55.45." This utility I

group met '<ith the NRC in Sept ember 1987 and in December 1987.

The document l

was subsequently revised to ir corporate NRC comments and transmitted to the I

NRC (Reft.rence (c)). Thic guidtnce document has been endorsed by the NRC staff as an acceptable methodolcty for plants that do not plan to have plant reference simulators, to meet the revised requirement of 10CFR55.

This letter is to inform you of our intent to use the guidance document as the methodology which YAEC will follow in developing the simulation facility for the Yankee Nuclear Power Station. The attachment provides the details of our plan.

-Simulation Facility Plan Introduction This document describes the process Yankee' Atomic Electric Company will follow in developing a simulation facility to meet the requirements of 100FR55.45(b). The document developed by the !!tility Simulation Facility

. Group (Reference (c)), is the basis for our plan, and except as specifically noted herein, is endorsed in its entirety.

l-Description of the Process The types of procedures that will be exercised on the simulation facility consist of the followings o

Emergency Plan Implementing Procedures Each step of the selected procedures will b-broken into individual tasks / subtasks and listed in tabular !!orm on an Instrumentation and Control (I&C) needs worksheet. For e ach task / subtask, an "ILC Available" will be identifie4.

This field is the listing of the actual plant instruments and controls available to the operator, including such information as scale range, 8

type of switch, trending capabilit.es, etc.

The information on actu:1 plant instrumentation that has been tabulated for each of the selected procedures will then be compared against the information available from the Zion simulator (Note 1) and the I&C worksheet completed to I

include this information.

Once this detail listing is complete, the task of evaluating and dispositioning deviations that exist between the plant instrumentation and the Zion information will begin.

This task is performed by a Multidisciplinary Review Team (MRT) consisting of subject matter experts. The makeup and expertise of this team is discussed later in this plan.

Note 1:

We presently have a five-year contract with Westinghouse Electric Corporation for simulator training on the Zion simulator. The contract expires the end of 1989. We expect to extend the contract and to continue to use Zion for operator training and for the conduct of operator exams beginning in June 1991.

However, the process described in this plan is not unique to any particular simulator and, therefore, does not preclude us from using other simulators.

Although our intent is to be able to completely exercise each procedure on a single simulation device or integrated devices, we may not be able to do so in all cases. Justification for any exception will be completely documented and will be identified in our applicat!on for use of the simulation facility.

Description of the Organization The Plant Training Department's supervisor of operator training will be responsible for developing the simulation facility.

The Yankee Project Department will work closely with the Training Department and will provide expertise in the area of engineering and human factors.

It is planned that Projects will develop the tabulation sheets that will ultimately be used by the MRT.

The MRT will consist of expertise in the areas of training, operations, engineering, and human factors. The team may request the services of other disciplines to augment their expertise in specific areas, for instance, transient and accident analysis.

The qualifications of the MRT will be as follows:

o Training - A training instructor who holds or has held a license on the Yankee plant.

o Engineering - An I&C Engineer with experience in human factors and Control Room design review.

o Human Factors - A human factors engineer.

The MRT will be responsible for reviewing discrepancies, evaluating alternatives, recommending upgrades and changes to the simulation device (s),

integrating devices, and for documenting the process. WorkinF with *.his team as necessary will be Westinghouse personnel who run the Zion simulator.

Any issues that cannot be resolved by the MRT will be turned over to a management level review group for final disposition. This group will also be required to review and approve the final simulation facility configuration.

The makeup of this group is as follows:

Configuration Management Program

The plant Training Department will be responsible for the ongoing Configuration Management Program. Existing procedures will be modified to describe the process.

The program will:

o Identify,' document, track, and test discrepancies.

o Identify, document, and track deviations between the simulation facility and the plant.

o

-Identify, document, and track plant changes denoting effects on operating tests.

Since we have not yet begun work on the simulation facility, we are unable to provide the details of the Configuration Management Program at this time.

This information will be provided with the application for use of the facility and will include all details identified in the guidance document.
