1. The Nuclear Regulatory Commission (the Commission) has found that:

A. The application for amendment to Facility Operating License No. R-95, filed by Rhode Island Atomic Energy Commission (the 3 licensee), dated June 2,1987, complies with the standards and i f

requirements of the Atomic Energy Act of 1954, as amended (the Act),

and the Commission's regulations as set forth in 10 CFR Chapter I; B. The facility will be maintained in conformity with the application, the provisions of the Act, and the regulations of the Commission; C. There is reasonable assurance: (1) that the activities authorized by this amendment can be conducted without endangering the health  ;

i and safety of the public, and (ii) that such activities will be conducted in compliance with the Comissiods regulations set forth in 10 CFR Chapter I; i

D. The issuance of this amendment will not be inimical to the common J defense and security or to the health and safety of the public; j E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied; and F. Nblication of notice of this amendment is not required since it does l

'not involve a significant hazards consideration nor amendment of a 1 I

licenseofthetypedescribedin10CFRSection2.106(a)(2).

2. Accordingly, the license is amended by changes to the Technical Specifications as indicated in the enclosure to this license amendment, and paragraph 3(b) of Facility Operating License No. R-95 is hereby amended to read as follows:

(b) Technical Specifications The Technical' Specifications contained in Appendix A, as revised through Amendment No.15, are hereby incorporated in the license.

The licensee shall operate the facility in accordance with the Technical Specifications.

-3. This license amendment is effective on its date of issuance.

y-7 A. Site

1. Location
The reactor shall be located at the Rhode Island Nuclear Science Center on.three acres of'a 27-acre former military reservation, originally called Fort Kearney and -now called the Narragansett Bay Campus of the University of'Rhode Island.- The. University of Rhode Island.is a. state agency._-The 27-acre reservation is controlled by the State of Rhode Island through the University of Rhode Island.

The reservation -is in the Town' of Narragansett, Rhode Island on the -

west shore-of Narragansett Bay approximately 22 miles south of.

Providence, Rhode Island and approximately six miles north of the entrance.of the: Bay from the Atlantic Ocean.- The Rhode Island Nuclear Science Center and various buildings used for research, education and training purposes are located on this 27-acre campus.

2. Exclusion Area

~ Figure A.1 is a drawing of _ the Narragansett Bay Campus showing the : 1.

three' acre Nuclear. Science Center site. The boundary of this area shall be posted with conspicuous signs to delineate the area. This three acre-area.shall be the exclusion area as defined in.10 'CFR 100.

3. Restricted Area l Figure A.1 also shows the location of the reactor building on the  :

.three acre area. The reactor building and attached office laboratory  !

wing 4shall be considered the restricted area as defined in'10 CFR 20.

4. Principal Activities The principal activities carried on within the restricted and exclusion area shall be those associated with operation and utilization of the reactor. It shall be permissible to locate additional Nuclear Science Center or University of Rhode Island buildings within the exclusion area provided that these additional  !

buildings are capable of timely evacuation and do not interfere with i the operation of the reactor. l l
