SPECIAL SAFEGUARDS INSPECTION
Gentlemen:
This letter refers to a specia' safeguards inspection of your activities
authorized by NRC License No. NPF-1 conducted by Mr. A. D. McQueen, of Region
~
V on March 28 - April 5, 1989. This letter also refers to the discussions of
our preliminary inspection findings held by the inspector with you and members
of-the Portland General Electric Company (PGE) organization on April 5, 1989.
' Areas examined during this inspectior, included activities related to the

protection of Safeguards Information as described in the enclosed inspection
report.
Within'these areas, the inspection consisted of selective
examinations of procedures and-records,' interviews with facility and
contractor personnel, and observations by the inspector.
Based on the results of this inspection, it appears that certain of your'
activities were not conducted ~in full compliance with NRC requirements.
You
will be notified by separate correspondence of our decision regarding
enforcement actions based on the findings of this inspection.
No reply to
this letter is required.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, documentation of the findings of your
safeguards and security measures are exempt from public disclosure; therefore,
'the enclosed inspection report will not be placed in the Public Document Room
and will receive limited distribution.
We have determined that the enclosures so designated contain Safeguards
Information and therefore are subject to the controls of 10 CFR 73.21.
