THE TOLEDO EDISON COMPANY BEAVER VALLEY POWER STATION, UNIT NO. 2 DOCKET NO. 50-412 INTRODUCTION l
By letter dated June 30, 1988, Duquesne Light Company (the licensee, acting as agent for the above utilities) submitted a proposed change to the Technical Specifications (TS).
The change would incorporate a previously approved design change to the diesel generator protective trips. Details are as follsys.

protection for each emergency diesel generator unit is a three-phase percentage i
differential relay sensitive to both phase and ground faults.
Backup protection I
consists of a three-phase distance relay, three single-phase long-time evercurrent relay and a three-phase instantaneous overcurrent relay with a built-in timer, The distance relay torque controls the overcurrent relays and discriminates between faults and step load currents from the diesel generator units.
The Unit 2 FSAR further states in Section 8.3.1.1.15 that all emergency diesel l
generator trips are bypassed when the diesel generators receive an emergency j
start signal except for generator current differential, generator overexcitation, j
engine overspeed protection and backup phase fault detection.
However, due to j
a qualification problem with the distance relays for the backup phase fault detection, this protection scheme had to be bypassed until qualified relays could be obtained.

Section 8.3.1.2 of the Beaver Valley Unit 2 Safety Evaluation Report Supplement 1 1
(NUREG-1057, Supp. 1). We stated that the design " meets Position 7 of RG 1.9 and, therefore, is acceptable." That conclusion is still true sirce nothing has changed from the time Supplement I was issued.
The licensee proposes to install the relays and implement this revised Technical Specification prior to start up from the next refueling outage (the second one). This schedule is acceptable.

ENVIRONMENTAL CONSIDERATION The amendment changes a requirement with respect to the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20. We have determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. We have previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding.
Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
CONCLUSION We have concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
