I am responding to your . September 28, 1987 letter which. invited us . to participate in a public forum on Thursday, October 29. This also refers to Chairman Lando Zech's letter to you dated October 14. As Mr. Randy Blough of my staff. indicated to Ms. Irene King of your staff on October 5, we are receptive to such invitations, and will generally support these meetings, )

-subject to: (1) availability of our personnel; and (2) a clear understanding  ;

and agreement on the' purpose, scope and format. 1

' Based ' on your return telephone call to Mr. Blough on October 7, 1987, we understand the following: 1

1. The meeting will be conducted by your town moderator.

2. The par,el arrangement will include measures such as a separate table for NRC, to emphasile independence of NRC from the other organizations represented.

3. The format will be open question and answer, with the moderator directing questions to the appropriate participants. Some of the questions will be from lists prepared by your town's evacuation and nuclear matters committees. You expect to provide those prepared questions to NRC Region I by about October 16.

Based on the above understanding, NRC Region I plans to participate in your.

meeting. Randy Blough will be in contact with you to work out additional details. We look forward to receiving your prepared lists of questions, plus any other agenda information you might have. This will assist us in selecting the appropriate NRC participants.
