Gentlemen:
This refers to the inspection. conducted by Mr. A. R. Johnson of this office
during .the period March 27-30, 1989, of activities authorized by NRC Operating
License DPR-46 for the Cooper Nuclear Station, and to the discussion of our
findings with Mr. Guy Horn and other members of yeur staff at the conclusion of
the inspection.
Areas examined during the inspection: included a review and walkdown of heat
shrinkable tubing used on electrical splices and terminations at Cooper Nuclear
Station. We have also examined actions you have taken with regard to
previously identified inspection findings regarding equipment qualification as
documented in NRC Inspection Reports 50-298/R6-28, April 1,1987, and
50-298/88-26, October.19, 1988, and the Notice'of Violation dated October 25,
1988. Within these areas, the inspection consisted of selective examinatit.n of
procedures and representative records, interviews with personnel, and observations

by the NRC inspector. The inspection findings are documented in the enclosed
inspecticn report.
Within the scope of the inspection, no violations or deviations were

identified.
