MEETING

SUMMARY

REGARDING THE MARCH 17-18, 1987 MEETING ON THE SAFETY PARAMETER DISPLAY SYSTEM (SPDS) AND DETAILED CONTROL ROOM DESIGN REVIEW (DCRDR)

A meeting was held at the Trojan site on March 17, 1987 with PGE to discuss the completion status of the DCRDR. On March 18, 1987, discussions focused on the implementation status of the SPDS. An in-plant demonstration of the SPDS was conducted following formal discussions of the SPDS. A list of atten-dees is provided in the Enclosure.

The DCRDR discussions centered on certain human engineering deficiencies (HEDs) whose resolution required additional information and/or in-plant verification, i The following HEDs were resolved based on discussions and verification: I 65 296 445 87 321 131 156 387 132 238 4I0 133 250 440 368 The acceptability of each of the above listed HEDs will be discussed in detail in the Safety Evaluation regarding the DCRDR, which will be issued by this office at a later date. PGE also agreed to submit clarification regarding i the following HEDs: l 250 - will the new C-160 panel alleviate the staff's concern l regarding the availability of a diesel generator tacho-meter.

l 410 - PGE needs to better define PGE actions regarding the West-inghouse Owners Group Trip Reduction and Assessment Program (WOG-TRAP) and commit to a completion date.

The NRC also requested additional information regarding operator training j associated with changes to the control room due to HED corrections. The staff was concerned that the training, as discussed in PGE's previous submittals was not adequate to ensure resolution of the HEDs, and to ensure that the proposed a training actually corrects HEDs and does not result in new HEDs. PGE agreed to provide additional information in this area. PGE also agreed to provide a revised response to HED 403 since the means of resolving this HED was in transition.

Regarding the implementation schedule for those HEDs requiring corrective actions, it has been the staff's position that all HEDs which need corrections, have corrective actions implemented within two refueling outages from the date of the submittal of the Summary Report (PGE submitted its Summary Report in December 1984). This time interval was based on an average operating cycle of approximately 18 months.

Trojan has many HEDs which have anticipated completion dates of September 30, 1989. Owing to the difference that Trojan's operating cycle is based on annual refuelings, and that the preponderance of HEDs were related to the annunciator upgrade effort (to be completed by September 1989), the staff considered the September 1989 proposed completion date to be capable of accommodating unexpected delays, and thus, reasonable.

With respect to the SPDS, the conpletion and resolution of the following HEDs were verified thrcugh discussiorcs and/or inspection:

Interviews conducted with control reowi operators indicated general satisfac-tion with the SPDS. It w6s expressed that the " trending" feature of the SPDS was the one most often used, with the required iconic display to be the one of least benefit, and least used.
