Public Service Company of Colorado (PSC) submitted in Reference 1, the proposed and planned changes to current PSC commitments as a result of the company decision to discontinue nuclear operation at the Fort St.-Vrain Nuclear Generating Station (FSV) on or before June 30, 1990.

As part of the NUREG-0737, Supplement 1 initiatives, PSC committed to continue implementation of the Emergency Operating Procedure (EOP) rewrite effort (with a reduced scope) and recommended cancellation of the Safety Parameter Display System (SPDS) commitment.

TheNuclearRegulatoryCommission(NRC)acceptedthesetwocommitment change recommendations in Reference 2. This NRC letter also indicated that PSC should formally request that the August 2, 1985 Confirmatory Order be modified to indicate the cancellation of the SPDS. The request for the Confirmatory Order Modification will be submitted by June 16, 1989.

By letter dated April 12, 1989 (Reference 3), the NRC issued Generic Letter No. 89-06 regarding the implementation status of the SPDS.

The Generic Letter required a response to either certify that the SPDS fully meets NUREG-0737, or certify that the SPDS will be modified -to meet the NUREG or provide the reasons and compensatory actions taken if no certification could be made. The reasons for PSC not completing implementation of the SPDS in accordance with the requirements of NUREG-0737, Supplement 1, are stated in Reference 1.

As requested by the NRC in Reference 2, all currently operable computer systems used by the operators will be maintained for the balance of plant life.

.with the full integration and operation of the SPDS. Due to the SPDS commitment , change, PSC still plans to utilize the completed portions of.the existing SPDS design and software features . which have been integrated into Jthe new E0Ps. The, system will still be referred to as "SPDS". While the new E0Ps. reference certain SPDS display information, PSC acknowledges that the SPDS system at FSV does not meet the full requirements of NUREG-0737 and, therefore, no credit is taken for its conformance to the NUREG.

The.SPDS. system is designed utilizing the existing FSV plant computer systems, data acquisitions systems and man-machine interfaces. Some enhancements in ..the way of additional computer programs' for performing calculations have been made. .The existing SPDS design features have ' undergone Verification and' Validation tests and/or independent reviews. The new SPDS system, as described above, will be fully implemented'by June.30, 1989.

PSC believes that the above referenced letters and discussion adequately' responds to the' requirements of Generic Letter No. 89-06.
