This refers to the routine resident safety inspection by Messrs. E. Kelly and

S. Kucharski on March 19.- May 16,1987 at the Limerick Generating Station,

Limerick, Pennsylvania. -The inspection consisted of document reviews, j

interviews, and observation of activities, and the results have been discussed- 1

with Mr. John Franz of your staff. I

Based on the results of this inspection, it appears thatone of your activities

was not conducted in full compliance with NRC requirements, as set forth in the i

Notice of Violation, enclosed herewith as Appendix A. This violation has been I

categorized by severity level in accordance with the " General Statement of j

Policy and Procedure for NRC Enforcement Action," 10 CFR Part 2, Appendix C I

(Enforcement Policy). You are required to respond to this letter and in pre-

paring your response, you should follow the instructions in Appendix A.

In accordance with 10 CFR 2.790(a), a copy of-this letter.and_the enclosures

will be placed in the Public Document Room. The responses directed by.this-

letter and the accompanying Notice are not subject to the clearance procedures

of the Office of Management and Budget as required by the Paperwork Reduction i

Act of 1980, PL 96-511. 1
