This refers to the routine resident safety inspection by Messrs. E. Kelly and
S. Kucharski on March 19.- May 16,1987 at the Limerick Generating Station,
Limerick, Pennsylvania. -The inspection consisted of document reviews,

interviews, and observation of activities, and the results have been discussed-

with Mr. John Franz of your staff.
Based on the results of this inspection, it appears thatone of your activities
was not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A.
This violation has been

categorized by severity level in accordance with the " General Statement of

Policy and Procedure for NRC Enforcement Action," 10 CFR Part 2, Appendix C

You are required to respond to this letter and in pre-
paring your response, you should follow the instructions in Appendix A.
In accordance with 10 CFR 2.790(a), a copy of-this letter.and_the enclosures
will be placed in the Public Document Room. The responses directed by.this-
letter and the accompanying Notice are not subject to the clearance procedures
of the Office of Management and Budget as required by the Paperwork Reduction
