During a June 6,1989 meeting with P. H. Harrell, NRC Senior Resident Inspector, and J. J. Fisicaro, OPPD Manager - Nuclear Licensing & Industry Affairs, Mr. Harrell requested that OPPD provide additional information concerning the Reference 2 transmittal. Specifically, the request was for 0 PPD to provide a more detailed description of each commitment listed in Attachment l

B of Reference 2.

In OPPD letter (K. J. Morris) to NRC (Document Control Desk),

dated December 5, 1988 (LIC-88-1050), entitled " Revisions to SALP on Fort Calhoun Station (50-285/88-14)," 0 PPD committed that the Radiation Protection Department would be staffed by March 1, 1989.

Currently, all but four salaried positions have been filled. These positions are one Radioactive Waste Operations Supervisor, two Radiological Engineering Coordinators one Radiological Health and Engineering Supervisor.

Taylor), dated April 10, 1987 (LIC-87-086), regarding OPPD's Safety System Outage Modification Inspection (SS0MI) response, OPPD committed to develop standard specifications and detailed work instructions for repetitive type installation work (e.g. installation of conduit, cables, piping, tubing, seismic supports, anchors).

Several standard installation work procedures -

have been developed and were used during the 1988 outage. The remainder are currently in the review process.

Taylor), dated April 10, 1987 (LIC-87-086), regarding OPPD's Safety System Outage Modification Inspection (SS0MI) response, OPPD committed to verify that safety systems and other selected systems can perform their intended functions upon the completion of the Design Bases Reconstitution Project.

This is treing performed through reviews of operating experience, post modification functional test results, surveillance test procedures and the inservice test program. The completion of this verification effort has been revised to be consistent with the completion of the Design Bases Reconstitution Project and is included as one of the project tasks.

dated November 9, 1988 (LIC-88-0936) entitled " Response to Notice of Violation - Inspection Report 50-285/88-24," 0 PPD committed to fill the open Security Systems Specialist position within the Security Services Department by December 31, 1988.

The responsibilities of this position include overseeing the Security System's upgrade. One offer of employment to fill this position was previously made and subsequently rejected.

To date, an acceptable candidate has not been identified.

In the interim, a contractor is performing the responsibilities of this position.

dated December 20, 1988 (LIC-88-1030), entitled " Response to Notice of Violation / Deviation - NRC Inspection Report 50-285/88-31," regarding Violation 8831-06, OPPD committed to revise its procedures to require a review of procurement documents and specifications for stores items used in future modifications. This review ensures that the stores items have been procured to the proper specifications on a case-by-case basis prior to their use.

l dated August 24, 1988 (LIC-88-726), entitled " Response to Inspection Report 50-285/88-20," regarding Deficiency 8820-01, OPPD committed to the l

development of Emergency Action Level (EAL) revisions to EPIP-0SC-1 (Accident Classification) by December 31, 1988. Additionally, OPPD committed to conduct the subsequent training of six shift rotations and follow-up testing on the procedure by April 30, 1989. The PRC approved the revised EPIP-OSC-1 on March 30, 1989.

dated December 20, 1988 (LIC-88-1030), entitled " Response to Notice of Violation / Deviation - NRC Inspection Report 50-285/88-31," regarding Violation 8831-05, OPPD committed to review the 1988 Outage Modification packages to ensure that material was procured to the requirements of the modification package. OPPD further committed to resolve any discrepancies found, prior to the final acceptance of the modifications. As a result of the review, discrepancies were found.

They are currently being resolved.

Andrews) to NRC (Document Control Desk), dated August 31, 1987 (LIC-87-496), entitled " Response to NRC Survey of Fort Calhoun Station Control Room Ventilation," 0 PPD committed to ensuring adequate NUREG-0737, Item III.D.3.4 compliance without reliance upon compensatory measures and non conservative assumptions by the installation and testing of any modifications required and verification of data used in the revision of the NUREG-0737, Item III.D.3.4 analyses.

Equipment procurement and delivery delays have delayed the control room habitability analysis.

Fort Calhoun Station is currently operating under a safety analysis for operation (SA0 89-002) for control room habitability.

Since the transmittal of Reference 2, this commitment due date has been extended to November 30, 1989 due to vendor delays.

Description:==

In OPPD letter (K. J. Morris) to NRC (J. L. Milhoan), dated August 20. 1988 (LIC-88-707), entitled " Improvements in Licensed Operator Requalification Training Program," 0 PPD committed to conduct overall Licensed Operator evaluations subsequent to the 1988 annual examinations and 1989 simulator evaluations. These evaluations will utilize performance appraisals, operating examinations, simulator evaluations, weekly quizzes and written examinations as input.

Based on this, operations training supervision and operations supervision will conduct a comprehensive evaluation of the licensed operator's performance, utilizing the results for identifying individual and programmatic weaknesses, identifying retraining needs, improving the requalification program, and developing crew composition.

Due to illness, the NRC administered requalification examinations and the subsequent OPPD examinations were required to be rescheduled.

Since the examination results are an input to the overall evaluations, the evaluations have been delayed.

In OPPD letter (K. J. Morris) to NRC (1 L. Milhoan), dated August 30, 1980 (LIC-88-707), entitled " Improvements in Licensed Operator Requalification Training Program," OPPD committed to compiete the performance appraisals of all operators and senior operators holding active licenses by July 1,1989 for the 1987-1988 requalification training cycle.

Due to the licensed operator examination delays (Reference CID 881972) and the subsequent evaluations, the schedule for the performance appraisals has likewise been delayed.
