SUBJECT:

FRENCH PHYSICAL SECURITY VISIT AND DISCUSSIONS On June 16-22, 1989, six French security experts will' visit the U.S. to exchange information on the design basis threats and protection measures at comercial l nuclear reactors and fuel facilities in the U.S. and France.

A special agreement betwecn the NRC and the French Minir,try of Industry and  !

Research was signed on June 15, 1984. The agreement states that the U.S. and France have a mutual' interest in security and safety for the peaceful use of l nuclear energy and in the exchange of experience on such matters and have a '

common objective' of improving the safety and security of nuclear facilities.

The agreement outlines the conditions which need to be met for the exchange of classified information.

As part of their overall program, it would be appreciated if they could be scheduled to tour the South Texas Project on Tuesday, June 20, 1989, to i observe and discuss the site physical protection program. The special 1 agreenient signed by both parties ensures that adequate measures will be taken  ;

to protect the information exchanged so you may make authorized disclosure of .

Safeguards Information to these individuals in the course of discussions. .

Additionally, the NRC will receive copies of the Secret Defense Clearances for the visitors and will have reviewed them. The general types of topics the delegetion will be discussing during a meeting at NRC headquarters June 16, 1989, include: threat enalysis an( assessnent, regulations for physical protection and control of nuclear materials et power reactors, the safety and i security interface, vulnerability analysis, methods of analysis and analysis of physical protection events. Prior to discussions at the site, an appropriate )
